Research On The Precision Poverty Alleviation Model Of Rural Finance In Sichuan Province

Premier Li Keqiang,in his report on the work of the government in 2018,mentioned in his outlook for the work in 2019 that he should speed up poverty alleviation in the "three continents and three districts" deep poverty-stricken areas."Three continents and three districts" include Tibet,four provinces and regions,four prefectures in southern Xinjiang,Linxia,Liangshan and Nujiang prefectures.Among the "three continents and three districts",Sichuan Province occupies the second place.They are Tibetan Region and Liangshan Prefecture of Sichuan Province,both of which are minority areas.Moreover,the national statistics show that there are 37 poverty-stricken counties at the national level in Sichuan Province,most of which exist in succession,and the economy of 37 counties has not made significant progress in the past decade.It can be seen that the poverty alleviation work in Sichuan Province in the past has achieved relatively low results and failed to fundamentally change the poverty situation in poor areas.Therefore,in the new era,Sichuan Province should adopt a new poverty alleviation model to promote the in-depth development of poverty alleviation work.The survey shows that the rural finance in Sichuan Province is effective in helping poverty alleviation work.Therefore,it is feasible for Sichuan Province to use the precise poverty alleviation model of rural finance to promote the economic development of poverty-stricken areas and achieve poverty alleviation in poverty-stricken areas in an all-round way.Therefore,this paper takes the implementation of the precise poverty alleviation policy as the background,takes the precise poverty alleviation model of rural finance in Sichuan Province as the specific research object,and analyses the feasibility of the existing precise poverty alleviation model of rural finance in Sichuan Province.Aiming at the problems in the practice of the precise poverty alleviation model of rural finance in Sichuan Province,this paper explores and puts forward specific solutions.This paper is divided into six chapters:Chapter 1: Firstly,starting from the current situation of Sichuan rural financial precise poverty alleviation model,the research background and significance of Sichuan ruralfinancial precise poverty alleviation model are elaborated in detail.Secondly,it describes the mechanism of the precise poverty alleviation model of rural finance with the relevant theories of experts and scholars at home and abroad.Finally,this paper gives a general overview of the innovation and shortcomings of the article,combining with the research content and methods of this paper.Chapter 2: There are two main points: the first point is to define the concepts of rural finance and precise poverty alleviation accurately so as to avoid confusion with the concepts of Finance and poverty alleviation.The second point is to sort out the relevant theories of rural finance and construct the framework of the relevant basic theories in this paper.Chapter 3: Overall summary of the current practice of rural financial precise poverty alleviation model in Sichuan Province,and then analyze the difference of three different rural financial precise poverty alleviation models in the three poverty-stricken areas of Sichuan Province,and make a systematic analysis of the effectiveness of the three different models combined with the number of poverty-stricken people and the economic development of poverty-stricken areas.Chapter 4: Taking Mianyang City,Sichuan Province,as a case study,the precise poverty alleviation model of rural finance.Mianyang City ranks second in the economic development of Sichuan Province,but there are still poor counties at the national level.Therefore,taking Mianyang City as a case study,it is of great significance to study the precise poverty alleviation model of rural finance in Sichuan Province.Chapter 5: In view of the problems encountered in the application of different rural financial precise poverty alleviation models in different poverty-stricken areas of Sichuan Province,this paper comprehensively elaborates and makes a detailed analysis of these problems.Chapter 6: This paper mainly puts forward solutions to the problems in Chapter Five,and puts forward suggestions for the development of the precise poverty alleviation model of rural finance in Sichuan Province.
