The Research Of Precision Poverty Alleviation North Rural Area Of Sichuan

The fifth Plenary Session of the 18 th CPC Central Committee proposed the five development ideas of innovation,coordination,green,open and sharing,which embodies the regularly recognition of our party for the socialist construction.Among them,Implementation of poverty alleviation project is an important aspect to insist sharing development.The "13th Five-Year" planning proposals which was adopted at the Plenary session(called proposals later)put forward the new goal of completing the Building of a Moderately Prosperous Society in All Respects,achieve poverty alleviation in rural poverty under China's current standards,put all the poverty counties out of poverty,solve the regional overall poverty.According to the current standard,the "poverty battle" has to realize about 70 billion rural poor out of poverty,which is 7 million more than the total population of the British Isles.In the face of arduous tasks,The party Central Committee with Comrade Xi Jinping as the core put forward a great strategic idea of targeted poverty alleviation and solved the question of who will be supported,who tosupport,how to support.Party Committee of Sichuan Province implement the poverty alleviation spirit of the central government strictly,put forward the "six precision" work requirements,implement the "group of five" project,aimed at four poor areas,Qinba mountain area,Wumeng mountains,Liangshan Yi area and the Tibetan Plateau areas.In accordance with the requirements that five year focus on tackling the problem,a year consolidation and upgrading,our country need to ensure that poverty reduction of 1 million per year until 2020 to eliminate absolute poverty.Many problems are exposed in the grass-roots implementation of the targeted poverty alleviation policy.Such as part of the poverty alleviation policy doesn't meet the reality,lack of maneuverability and comprehensiveness,unbalanced strength of poverty alleviation,government leading,poor households lack initiative,prominent returning poverty,lack of long-term mechanism,and so on.This paper take the GP District,Nanchong city,Sichuan Province as an example,which is a representative area of Qinba mountain.We find the problems and shortcomings in the implementation of targeted poverty alleviation and put forward some specific recommendations by the analysis of the national poverty alleviation policy implementation.This paper mainly includes six parts:Introduction is the the first part.This part briefly reviews the main domestic and foreign literature,introduces the background and significance of this study,clarifies the research ideas,research methods,difficulties,key points and innovations.The second part introduces the development of Marx's theory of poverty in China,defines the core concepts,lists the domestic poverty alleviation and poverty reduction of thefive stages,analyzes the main measures and achievements of each stage.The third part introduces the basic situation of GP District of NanChong city briefly,describes the overall objectives and tasks,its precise poverty alleviation work plan and the annual population plan of poverty reduction,introduces the effectiveness of the poverty alleviation work briefly.The fifth part puts forward some concrete suggestions combined with the actual situation of the region.The sixth part summarizes the main points of this paper and puts forward the direction of further efforts and improvement.
