The People's Bank of China is the Central Bank of China.It has three functions:issuing legal currency,maintaining financial stability and providing financial services.Among them,"issuing Renminbi and managing the circulation of Renminbi"is an important statutory duty stipulated in the Law of the People's Bank of China.The functions of the monetary,gold and silver departments of the central banks at the grass-roots level are the direct responsible departments for fulfilling this responsibility.With the acceleration of social and economic development and the progress of information technology,the central bank's monetary gold and silver business is facing enormous challenges,and the transformation and development is imminent.As the most dynamic element in the monetary gold and silver management system of the grassroots central bank,the monetary gold and silver practitioners are the concrete executors of the national monetary issuance policy.Therefore,the monetary gold and silver contingent is the battle team to implement the function of issuing RMB and to carry out the responsibility of managing RMB.Only by building a highly competent monetary gold and silver contingent of the grassroots central bank,can the monetary gold and silver be better realized Business transformation and development,ensure regional cash supply,and achieve healthy and orderly development of local economy.This paper uses the analytic hierarchy process(AHP)method to study the competency of money gold and silver practitioners of the central bank,and construct a scientific competency model,so as to provide scientific support and suggestions for the management of money gold and silver practitioners of the central bank at the grass-roots level.This paper first studies the relevant theoretical background and theoretical basis of the competency and competency model,and through the study of relevant literature at home and abroad,collates and summarizes the competency elements of public sector and financial institutions,and organizes the competency elements of financial institutions..On the basis of literature research,according to the frequency of each competency in the existing literature and the nature of the work of the central bank's monetary and gold practitioners,the functional analysis method and expert inquiry method are used to design the competent quality system of the central bank,s monetary gold and silver practitioners.Based on the above theoretical research,this paper uses the method of questionnaire survey to construct the competency model by using the analytic hierarchy process.The central bank's monetary and gold practitioners,knowledge indicators,ability indicators,professional literacy and self-perception are four important aspects of competency.The most important of these is the knowledge indicator,followed by the ability indicator.This shows that knowledge and ability are the primary indicators for measuring whether the central bank's monetary gold and silver practitioners are qualified for the position.In the secondary indicator layer,the weight coefficients are ranked in the top 6:Initiative,down-to-earth,sense of responsibility,ability to resist pressure,integrity and self-discipline,professional knowledge of the post.Finally,based on the evaluation conclusions of the competent elements of the central bank's gold and silver practitioners,this paper proposes countermeasures to promote the construction of the central bank's monetary gold and silver team.It mainly establishes a selection mechanism that conforms to the employee competency model,and improves the training mechanism and construction of the monetary gold and silver posts.The performance evaluation mechanism of the monetary gold and silver employee competency model.
