In today’s rapidly changing socio-economic environment, the complex social environment, enterprises to maintain good corporate competitiveness must rely on companies to develop in accordance with its internal and external environment, an appropriate business decisions and to determine the enterprises in the competition through effective management process in this complex environment and to control the direction of development process to achieve business performance. According to resource-based theory, the source of the differences between enterprises and enterprise performance not only exist outside the enterprise, but also from inside the enterprise. The entrepreneurs in the central position in the enterprise, for the use and integration of resources plays a key role, and some scholars have pointed out that in an uncertain and complex environment, with keen insight entrepreneurs can earn excess profits, but also refers to entrepreneurs are the main source of high-quality competitive advantage, entrepreneurs have a pivotal role in the promotion of strategic competitive advantage and business performance.Schumpeter(1912) once said: "the entrepreneur as the central figure in promoting business growth, corporate development of the engine." It can be seen that entrepreneurs are the key factors affecting the development of enterprises. Entrepreneurs Competence has become a new problem.In this study, the theory of the entrepreneur and the competency study, based on previous literature by 10 more citations were analyzed scholars and entrepreneurs by policy makers, opportunists, innovators, arbitrageurs analyze the role of the two angles relate to the same competency indicators extracted from the identification of competencies and competency benchmark two angles, design entrepreneur competency index system, using the analytic hierarchy process gives the right level indicators weight eventually form a common model entrepreneur competency. However, this model gives only an index weighting. On the basis of the different stages of entrepreneurial business activities focus analysis on the fourth chapter, the importance of using a questionnaire, drawn entrepreneur competency indicators at different stages of business right weight, because of the different stages of business development, so its different weights. The fifth chapter of the Entrepreneurs’ Competency evaluated first by a key figure in the assessment method, using the form of the questionnaire to be entrepreneurial competency evaluators have evaluated various indicators obtained membership, and then level fuzzy evaluation, two fuzzy evaluation, comprehensive evaluation of the results of the final results, obtained by the evaluators one more in line with the entrepreneurial competence.
