independent innovation capability,large regional differences,insufficient environmental carrying capacity,and lack of sustainable development capabilities.It is imperative to accelerate the pace of transformation and upgrading and optimize the allocation of innovative resources.Based on the theoretical research results and practical experience of innovation resource allocation system at home and abroad,this paper analyzes the status quo and influence of China's enterprise innovation resource allocation based on the theory of innovation resource allocation,and constructs the resource allocation of China's enterprises.Based on the factor analysis method and DEA-Tobit two-step method,this paper analyzes the influencing factors of China's enterprise innovation resource allocation ability,efficiency and difference on the quantity and quality,and then puts forward the optimization strategy of China's enterprise innovation resource allocation system..The main conclusions are:(1)Enterprises have gradually become the main body of China's innovation resource allocation.China's innovation resource allocation still has insufficient total input and relatively low intensity;basic research is weak,regional differences are large;government guidance is absent,and talents are unevenly distributed;Defects,the status of the company is blurred and so on.Efforts will be made to promote structural reforms on the supply side,deepen the implementation of innovation-driven development strategies,enable the market to play a decisive role in resource allocation and better play the role of the government,optimize the allocation of innovative resources,and continuously reduce the allocation of innovative resources in various regions.The difference in capabilities and efficiency is imminent.(2)There are large differences in the ability of innovative resource allocation among enterprises in various regions of China.The main determinant of regional innovation resource allocation capability is the strength of innovation resource allocation,while the strength is based on the ability of enterprise innovation resource allocation.The potential of innovative
