In 2018,the No.1 Document of the Central Committee proposed the implementation of the strategy of promoting agriculture,deepening the development of agricultural specialization,and promoting the replacement of chemical fertilizers by organic fertilizers.Organic farming can also help small farmers to increase their efficiency and strengthen soil pollution.Shanxi Province is called “the small grain kingdom”.The miscellaneous grains are the characteristic products of Shanxi Province,and millet is the first large-yield crop in Shanxi Province.Promoting the cultivation of organic millet can vigorously develop the characteristic agriculture of Shanxi Province and help the rural soil.Environmental governance.On the other hand,with the concept of organic foods deeply rooted in the hearts of the people,the demand for organic foods has gradually increased,and the cultivation of organic millet can also broaden the channels for farmers to increase their income.Therefore,it is of great significance to promote the active participation of farmers in Qinxian County of Shanxi Province in the cultivation and enhancement of local agriculture.This paper combines characteristic agriculture with organic cultivation,selects Qinxian County of Shanxi Province as the research area,and the millet growers in Qinxian County as the research object.By referring to the relevant research on the willingness of farmers to grow,the related literatures at home and abroad are summarized and summarized.The related concepts and theoretical foundations involved in this paper are expounded.Based on the farmer's behavior theory,plan behavior theory and risk perception theory,the farmer's willingness to plant organic millet in Qinxian County is investigated.Through the questionnaires and interviews,the farmers' willingness to grow organic rice in the 12 administrative villages of QINXIAN County was understood.On this basis,the current situation and existing problems of the cultivation of organic millet by farmers in Qinxian County were expounded.Subsequently,relevant statistical analysis was carried out on 281 survey data,including analysis of individual characteristics of farmers,analysis of household characteristics of households,analysis of production and operation characteristics,analysis of sales characteristics of organic millet market,and analysis of external environmental characteristics.Finally,based on the farmer's rational behavior theory,combined with the field investigation and data to eliminate the variables that are difficult to count,the variables were selected and the binary logistic regression model was constructed to analyze the most influential factors affecting the farmers' willingness to grow organic rice in Qinxian County.The regression results show that the willingness of farmers in Qinxian County to grow organic millet is influenced by personal characteristics,family characteristics,production and management characteristics,market sales characteristics and external environmental characteristics.According to the data from the survey,the cost of organic millet and common millet,other crops,and the economic risk of growing organic millet were analyzed.Finally,according to the significant factors and economic risks obtained,the countermeasures for raising the enthusiasm of farmers in Qinxian County for planting organic millet are put forward: increase the propaganda of organic millet cultivation,increase rural medical investment,improve the land transfer system,improve the level of agricultural mechanization,and implement Relevant policies on organic millet cultivation,improve farmers' cultural level and raise farmers' brand awareness.Through these measures,the concept of organic and characteristic agriculture development of farmers will be strengthened,and the income of local farmers' farming industry will be increased.
