Financial Ecology Environment Evaluation And The Improvement Countermeasures Of Qingyang City

Financial ecological environment contains these factors associated with financial development,economic development,financial development,administrative environment,legal environment,social credit,etc.,and is a complex environmental system.Nice financial ecological environment can help to attract capital accumulate,reduce the operation costs of financial industry,improve allocation efficiency of financial resources,then can promote economic development.The economic growth of Qingyang City,Gansu Province highly depends on the energy industry.In recent years,along with our country economy enters a new normal of reducing the speed and improving the quality,and the international energy prices sharply lower and maintain at a lower price level,the economic development of Qingyang is under large impact.Under this background,Qingyang transform the mode of economic development through adjusting and optimizing the industrial structure to realize nice and stable economic development,and it can't depart from the support of nice financial ecological environment in this process.So it is necessary for Qingyang to pay attention to and improve financial ecological environment.In this paper,an evaluation and research of Qingyang financial ecological environment is conbucted.first of all,in this paper,I introduces the concept of financial ecology environment,then construct the evaluation index system of financial ecological environment of Qingyang including five aspects such as economic development,financial development,administrative environment,legal environment,credit environment.Then I conduct the longitudinal evaluation of financial ecological environment of Qingyang from 2010 to 2016,and conclude that the respective change and relative deficiency of financial ecological environment situation of Qingyang,through comparing with at the same time period of the Lanzhou horizontally.There are deficiencies in five aspects: the industrial structure lag and the potential of consumer demand needs to be released;the second is the change of financial revenue and expenditure and fiscal expenditure scale changes failed to give full play in the inverse of the economic cycle regulation;the third is the credit environment remains to be improved;the fourth is the relative backward of financial development;the fifth,the judicial service level is relatively backward,and awareness of the rule of law needs to be enhanced.Finally,I put forward suggestions of optimizing financial ecological environment of Qingyang from five aspects: adjust and optimize the industrial structure and continue to expand domestic demand;give full play in the discretionary fiscal policy adjustment;accelerate the construction of credit system,optimize the environment of social credit;promote the diversification of financial institutions,intensify development of rural finance;optimize the legal construction and the environment of the rule of law.
