Comparative Study On Entrepreneurial Environment Of Major Cities In The Yangtze River Delta Based On GEM Model

At the Summer Davos Forum in September 2014,Premier Li Keqiang put forward the call for"mass entrepreneurship and innovation",and in June 2015,Shuangchuang was officially written in the government work report,the United Nations in 2017 On April 27th,the"World Creative and Innovative Day"was adopted,which shows that innovation and entrepreneurship are becoming more and more important in today's society.Under the current background of promoting innovation and entrepreneurship,the entrepreneurial environment has been widely concerned.Facing the important turning point and major opportunities in the new economic situation,as the most developed urban agglomeration in China's economy,the Yangtze River Delta must transform these advantages into the driving force for economic development and strive to improve the quality of the entrepreneurial environment.It is an important measure and an inevitable choice to firmly grasp the national strategy and improve the overall competitiveness of the Yangtze River Delta.Based on the research background and research significance of the entrepreneurial environment,this paper introduces the evaluation and research of the entrepreneurial environment index of the major cities in the Yangtze River Delta and the significance and necessity of taking the Yangtze River Delta as the main city.Then the related experts and scholars at home and abroad are reviewed.And related research institutions' research and viewpoints on entrepreneurship,entrepreneurial environment and entrepreneurial environment index,and then build a business environment index with 6 first-level indicators and 18 second-level indicators by means of GEM model,and build entrepreneurship on this basis.The environmental model,as well as the weight of the indicators;followed by the concept of major cities in the Yangtze River Delta,including Shanghai,Hangzhou,Suzhou,Nanjing,Hefei,Ningbo,Wuxi,Wenzhou and Wuhu,with this as the research object,relevant indicators The data were collected,and the entrepreneurial environment index model was used to measure the entrepreneurial environment index of major cities in the Yangtze River Delta.Then,the comparative analysis of Shanghai,Hangzhou,Suzhou,Nanjing,Hefei,Ningbo,Wuxi,Wenzhou and Wuhu was carried out in terms of overall,horizontal and vertical.Found that Hefei is an entrepreneurial environment In the fast city,Shanghai is the city with the best entrepreneurial environment,and has envisioned the improvement of the entrepreneurial environment in the next nine cities.In order to further improve the entrepreneurial environment of major cities in the Yangtze River Delta,it proposes relevant countermeasures,including:comprehensive use.Top-level strategic thinking and co-opetition thinking,giving play to the help of universities and research institutes,promoting financial support for entrepreneurial enterprises,implementing and improving various entrepreneurial policies,and strengthening the construction of regional entrepreneurial culture,etc.The deficiencies of this paper caused by the ability and time constraints,research methods and statistics.The purpose of this paper is to give us a better understanding of the entrepreneurial environment and future development trends of major cities in the Yangtze River Delta.It is also an important indicator to accelerate the integration of the Yangtze River Delta region in 2018 by General Secretary Xi Jinping.Nine city governments in Shanghai,Hangzhou,Suzhou,Nanjing,Hefei,Ningbo,Wuxi,Wenzhou and Wuhu provide new methods and ideas for reference when formulating relevant policies.
