High-tech Zone is the industrial agglomeration of national high-tech industries,and it is also one of the economic subjects with the most active R&D and innovation activities.The R&D input intensity and innovation output are both higher than the national average level.As the "growth pole",High-tech Zone promotes the regional economic development and technological progress.In the new era of economic development,we need to find new drivers to drive economic development through innovation.Therefore,the research on the influence of R&D investment intensity of high-tech zones on regional technological progress is conducive to giving better play to the role of high-tech zones and promoting regional technological progress and innovative development.This paper mainly studies the influence of R&D intensity of high-tech zones on regional technological progress.In the research,the relevant theories and literature research are reviewed and summarized,and the development of the high-tech zone is introduced.This paper theoretically analyzes the mechanism of R&D activities in high-tech zones to promote regional technological progress.he high-tech zone makes use of the advantages of industrial agglomeration to realize the output of innovation results,and realizes technology spillover through the following ways to spread innovation to the whole region:First,the flow mechanism of personnel.Second,the industrial association and industry-university-research cooperation mechanism.Third,the innovation competition incentive mechanism.Fourth,the learning demonstration mechanism.These four aspects work together to achieve the high-tech zone R&D activities to promote regional technological progress.In addition,this paper used relevant data of 146 high-tech zones and 133 cities from 2007 to 2015,selected indicators such as regional patent level and manufacturing labor productivity,built an econometric model of the influence of R&D intensity of high-tech zones on regional technological progress,and conducted empirical analysis,and drew the following conclusions:(1)The R&D activities of the high-tech zone promote the technological progress of the region,and the increase of R&D intensity of the high-tech zone will promote the increase of the average number of patents in the region and the labor productivity of the manufacturing industry.(2)The industrial agglomeration degree of the city where the high-tech zone is located will affect the influence of the R&D intensity of the high-tech zone on regional technological progress.The improvement of the industrial agglomeration degree of the high-tech zone in a city will enhance the promotion effect of the R&D intensity of the high-tech zone on regional technological progress.The R&D activities of the high-tech zone realize technology spillover through the flow of personnel inside and outside the zone and promote the technological progress of the region.(3)From the perspective of grouping,the promotion effect of R&D activities in high-tech zones on regional technological progress will vary with regional distribution,city level and development stage of high-tech zones.The influence of the eastern region is more obvious than that of the western region,and the influence of the cities with higher administrative levels is more obvious than that of the cities with lower administrative levels,and the influence of the high-tech zones with higher development maturity is more obvious than that of the high-tech zones in the growth stage.
