With the deepening of economic globalization, various countries and regions have attached great importance to high-tech industries with high technology and added value. As a developing country in the period of post industrialization, China’s economy has been faced with excess capacity, export pressure and the low end of the value chain lock. To develop high-tech industry can promote technological innovation and improve the quality of economic growth, which play an important role in promoting national development. Technological progress is a significant source from which the high-tech industry can get long-term competitive advantage and sustainable development. Therefore, to study the mechanisms of technological progress in high-tech industry is highly valued among academics and policy-makers.Based on technological progress, economic growth and FDI theory, this paper divide the path of technological progress into three parts:technology research and development, technology transfer and diffusion, and technology cooperation and assistance. First, we studied the driven and impact factors of enterprise technological progress. Second, according to industrial organization, we have analyzed the causes, existence mode and impact on economic growth of three path of technological progress. Combined with R&D, FDI spillovers and absorptive capacity, we use the mathematical model to examine the internal mechanism of technological progress and its impact on economic performance. Finally, in the empirical analysis, we calculated the relevant index, including LOR, FSHA and absorptive capacity. Ellison-Glaeser (EG) spatial concentration index and the amount of capital are used as control variable. We use data envelopment analysis (DEA) to construct the evaluation of total factor productivity (TFP). Through system generalized moment method (system GMM) to estimate dynamic panel data, we examine impact of different path of technological progress on economic performance, including both connotation and extension aspects.The basic conclusions of this paper are as follows:R&D, technology cooperation and assistance have positive impact on economic performance in China’s high-tech industry, while technology transfer and diffusion hinder the development of high-tech industry due to competitive effect. In addition, according to the packet regression tests, we found that path of technological progress path has different impacts on economic performance in different types of industries. We propose four policy recommendations:the enterprise should participate in R&D actively and enhance the core competitiveness. Enhance absorptive capacity of local industry and increase impact of FDI spillovers on high-tech industry. Introduce foreign high-tech enterprises more rationally and optimize the industrial structure of domestic high-tech industry. Optimize the layout of high-tech industries and promote development of high-tech industry in a more balanced way in terms of space.
