Study On The Influence Relation And Measurement Of Public Perception In Rural Land Remediation Planning

Although the current rural land remediation planning work has made some progress,but some drawbacks are gradually emerged,such as the rural land remediation planning out of reality,the project design is reasonable,low efficiency of the latter part of the management,affecting the sustainable development of land remediation.The rural land remediation planning is very important for tapping the potential of current rural land and promoting the land use.However,there are some problems in the current rural land remediation planning in the implementation process,the public perception of the rural land remediation planning status is not enough,therefore,how to improve the public perception in this process,how to change the traditional top-down thinking,to adopt effective management methods and policy supporting measures to ensure the sustainable and healthy development of rural land remediation planning,to achieve the interests of rural land reform planning public Interests to maximize,to play the role in the rural land remediation planning more better,is the urgent problem that needed to be solved.Based on the research of relevant documents and books,introduces the concept of"public perception" through the study,carries on the investigation to the public perception and practice in the process of rural land remediation planning.On the basis of the study of public participation and public satisfaction,the paper analyzes the framework of the mechanism of public perception in rural land remediation planning,and establishes the relationship model of the influence mechanism of public perception,and explores the relationship between public perception and rural land remediation planning relationship and influence mechanism.On the basis of this,taking the four planning projects in Lishui District,Gaochun District,Jiangning District and Qixia District as an example,conducts an empirical study on the mechanism of public perception in planning,and analyzes the various information that is perceived in the rural land remediation plan,to further explore the public perception of public satisfaction,complaints,trust,government image of the main variables,and put forward targeted planning and management measures to improve the rural land remediation planning and make sure it will work effectively.The main content and findings of this thesis are as follows:(1)based on the research background,significance and relevant findingsboth home and abroad of land participation in the planning of public participation,farmers satisfaction,public perception,the author put forward the content,technology road-map and method of this thesis;sorted out the relevant theories such as customer perceived value theory,Harmony theory,land sustainable use theory and stakeholder theory and their guidance to this thesis.(2)The potential variables of public perception measure in rural land remediation planning are selected from nine aspects:perceived quality,perceived value,public satisfaction and public complaint.Assuming that there is some relationship between potential variables and determining measurable variables(25)to establish the influence mechanism model of public perception in rural land remediation planning.(3)The internal consistency test and the overall fitting evaluation of the established model are used to judge whether the measurement model is good or bad.(4)An Empirical Study on the mechanism of public perception in rural land reform planning based on PLS Structural Equation Model with the Actual Situation of four major project areas;the impact of the public perception of the total sample of the mechanism and measure analysis,the measurement and comparison of the different planning project area,to further explore the relationship between the public perception of the impact of potential variables.The results are as follows:?Public expectation and perceived quality have a strong positive correlation;public expectations,perceived quality,perceived avail,perceived diversity has a positive effect on perceived value.?Public satisfaction has a positive impact on the image of the government and is negatively related to public complaints,but does not necessarily lead to a direct increase in public trust.?Perceived value is influenced by the two-way influence of public expectation and perceived quality,and the improvement of public expectation and perceived quality should be carried out at the same time.?The public satisfaction of the planned or just completed land improvement planning project is relatively high.Based on the empirical study and the analysis of early frame,this thesis puts forward relevant policy suggestions from the aspects of public expectation,perceived quality,transparency of land planning and public trust,hoping to give suggestions for improving the efficiency of rural land remediation planning and effectively promoting the land rational use.
