Research On Farmers' Land Input Based On Perceived Value Theory From The Perspective Of The New Round Rural Land Certification

The new round rural land certification and certification has established a safe agricultural land property right system from the institutional and legal aspects,endowed farmers with more stable rural land property rights,guaranteed that rural land property rights were not violated,strengthened the exclusiveness of land property rights,and endowed farmers with more rights and functions.At present,China's rural labor force outflow is serious,the efficiency of agricultural land use is low,farmers' land input is generally insufficient and short-term phenomenon,agricultural economic development is slow,food security is threatened.With the establishment of farmers' main position in land management input that was continuously strengthened,the input ability and input behavior of farmers affected the input pattern of China's agriculture,which plays an important role in China's agricultural economic development and food security.From the Perspective of the new round rural land certification,taking the agricultural operating subject-farmers as the breakthrough point,this study discussed the internal logic of rural land certification encouraged farmers' land input,analyzed the land input decision of farmers based on the perceived value theory,and explored ways to promote farmers' land input,and put forward policy recommendations based on the conclusions of the study.Based on the relevant research results,this study analyzed the mechanism of new round of rural land certification on farmers' land input,constructed a theoretical model of farmers' land input decision-making based on perceived value,obtained data through questionnaire survey,and used structural equation model to empirically study the decision path of farmer's land input,and drew the following conclusions:(1)The direct effect of rural land certification on farmers' land input is not significant.The rural land certification indirectly affects farmers' land input through intermediary variables(liquidity benefits,credit benefits,stability benefits,security benefits)and produces significant intermediary effect.This also shows that only issuing certificates of rural land certification,but not implementing the follow-up supporting policies,the incentive effect on farmers' land input is not obvious.For farmers,rural land certification plays a greater role in promoting land circulation and land guarantee loans,and farmers respond more positively to incentive policy.(2)The perceived benefits of farmer's land input positively affect perceived value and land input.The higher the level of farmers' perceived benefits in land input,the stronger their perceived value and the tendency in land input.Farmers can perceive the economic benefits,stability benefits,security benefits,liquidity benefits and credit benefits of land input.Farmers have stronger perceptions of credit benefits and security benefits after rural land certification,which can better mobilize farmers' enthusiasm for land input.(3)The perceived risk of farmer's land input could restrain farmer's perceived value level and land input behavior.Farmers assume the benefit risk,currency risk,natural risk,ability risk and market risk that may be encountered in land input.In farmland management,farmers have stronger perception of currency risk and market risk,which indicates that farmers are more concerned about the risk of large amount of funds and subsequent market sales of agricultural products.If the risk of farmer's land input is not guaranteed,it is impossible to stimulate production input.(4)From the perspective of new round rural land certification,the effect of farmers' perceived benefits on land input is stronger than that of perceived risks on land input.The stronger farmers' perceived value is,the more obvious their tendencies of land input are.Farmers have typical risk aversion psychology,which is more sensitive to risk perception.This also shows that the new round rural land certification could enhance farmers' perceived benefits and farmers' psychological expectations of land input,thus positively affecting farmers' perceived value and making them tend to land input.(5)The perceived value of farmer's land input is the main factor affecting land input,which enhances the level of farmer's perceived value and can effectively stimulate land input.Farmers can perceive emotional value,social value,acquisition value,transaction value and use value when they invest in land.Among them,acquisition value and transaction value have stronger explanatory power to perceived value.This also indicates that in agricultural land management,the perceived value of farmer's land input can be enhanced by trading agricultural products and increasing household income,to mobilize farmers to increase land input.The following policy recommendations are put forward: do a good job in the rehabilitation of agricultural land;promote the work of confirming land transferring managerial authority according to local conditions,so as to safeguard the benefits of the main operators;steadily promote the related services of land transfer and land guaranteed loans;take measures to reduce the risk of land input for farmers.
