At present,the proportion of private enterprises in China’s national economy continues to grow.The vigorous development of private enterprises not only provides a large number of employment opportunities for the society,but also contributes to the country’s huge tax security,and also contributes greatly to social welfare.As private enterprises play an increasingly important role in promoting economic growth,the expectation of the whole society for private enterprises to assume greater social responsibility is also increasing.However,many private enterprises have experienced confusing phenomena in the implementation of social responsibility.On the one hand,private enterprises fulfill their social responsibilities actively,and high-level fundraising,charity,and public welfare behaviors appear frequently,and on the other hand,private enterprises often violate laws,regulations,and business ethics,deviating from the bottom line of corporate social responsibility.Based on this phenomenon,this paper innovatively puts forward the concept of “two-pole convergence” of private enterprise social responsibility,that is,private enterprises actively perform high-level social responsibility but ignore the fulfillment of primary social responsibility.This paper takes China’s private enterprises as the research object,and innovatively divides the performance of “two-pole convergence” of private enterprise social responsibility into two dimensions: the primary social responsibility insufficient and the high-level social responsibility active through combing the concept and theory of private enterprise social responsibility and combining with the development status of China’s private enterprise social responsibility.At the same time,on the basis of literature research and actual research,17 factors which affect the performance of the “two-pole convergence” of private enterprise social responsibility are proposed,and the 17 factors are divided into 3 dimensions called enterprise environment,interest driving and ethics,then exploring the relationship between various influencing factors and the performance of the “two-pole convergence” of private enterprise social responsibility.Finally,based on the results of empirical research,this paper puts forward targeted policy recommendations for the governance of the "two-pole convergence" of private enterprise social responsibility in China,which make up for the weak points of existing theoretical research and provide new options for government department’s decision-making and corporate behavior choice.The recommendations are conducive to private enterprises to actively fulfill high-level social responsibilities on the basis of earnestly fulfilling primary social responsibilities,and promote the development and construction of Chinese private corporate social responsibility consisting with the expectations of society.
