Human resources are the first resource for economic development and social development.They are one of the most active,active and decisive factors in the 21 st century.To promote the survival and development of enterprises and enhance their core competitiveness,we must pay attention to the cultivation of talents.The human resource management of state-owned enterprises in China is generally lagging behind the concept of human resource management,the rigid model of human resource development,the mechanism of employing people and the confusion of configuration.The key to developing human resources is the establishment of a training system that can effectively enhance the professionalism and business capabilities of its employees.As a typical monopoly state-owned enterprise,the tobacco industry is also facing multiple difficulties and challenges that restrict the development of the industry while contributing billions of profits to the country.The human resources of tobacco companies generally stay at the level of personnel management in the past.Education and training are not valued by leaders and employees,and they are neglected in management.The staff training system has not yet been fully established or needs to be optimized.Based on the actual case of Siping Tobacco Company,this paper uses the literature research method,interview method and questionnaire survey method to draw on the current staff training system of Siping Tobacco Company.Analyze and summarize the problems in training management,and optimize the training system for employees according to the analysis of training needs,training methods and contents,training plan development and implementation,and training effect evaluation.Effectiveness.Finally,safeguard measures are proposed to ensure that the training system is optimized to achieve results.The re-optimized employee training system is based on the strategic development of the enterprise and the career development of the employees.It is managed from the three levels of the system level,the resource level and the operation level,so that the training needs analysis,training plan development,training implementation and training effect evaluation are four.The links are interlocking,forming a virtuous cycle of continuous improvement and development.The discussion of the above topics in this paper enables the system to be constructed to operate effectively in the actual work,which provides a guarantee for the construction of the talent team of Siping Tobacco Company.
