Excellent staff is one of the key elements to promote enterprise development and keep enterprise vitality. In nowdays, tobacco control situation is much more increasingly severe, the industry expansion capacity is becoming increasingly narrow, how to improve the overall quality of staff training to suit the new requirements of the industry reform and development, is an important issue that AY tobacco companies must think and solve.AY tobacco company had established their own staff training system, but the design and management of the entire training system was quit coarse. For example,the training needs was submitted from top to bottom, the employees' reasonable training needs could not be met; the training form was quit single, and training effect was not effective enough; the training teachers mainly from within the company, and the training contents were mainly related to the company's internal system documentation, new work requirements; the evaluation of training effectiveness, was mainly by the way of on-site examinations, but had not formed an effective assessment mechanism. Occurring such problems, on one hand, because of the top management of the company did not pay enough attention to the staff training, the concrete progress of the training did not form a good internal control mechanism,that "training for the training"; on the other hand, under the special tobacco monopoly system, the crisis sense of enterprise and the individual consciousness of staff are relatively weak, that the training are often "a mere formality", the enthusiasm of staff to participate in training is not high, leading to the poor training results.In view of the above situation, reference to human resources management staff training theory and staff training typical cases that well-known enterprises home and abroad, according to the principle of integrity, feasibility and pertinence, the staff training system of AY Tobacco Company has been redesigned and optimized. In the aspect of process optimization of staff training system, the relevant managementorganization and its job responsibilities of staff training are further defined, and a bottom-up employee demand analysis method and a more systematic model of employee training plan design are established. In the aspect of the specific training, the training methods and contents are optimized according to the level of the job rank and the different training objects. In the aspect of evaluating the training effect, establishes pre-training teacher force evaluation mechanism,after-training staff learning effectiveness evaluation mechanism, and training effect transformation mechanism. In the end, combined with the actual situation of AY tobacco companies, in order to ensure the optimization of staff training system to achieve the goal, formulates some countermeasures about system guarantee, organization guarantee, enterprise culture construction guarantee and so on.
