Illegal Construction Governance Research About Longhai,Fujian

Longhai City in the nineties of last century began rapid development of urbanization process,more than 20 years with the economic development is accompanied by illegal construction scale and the number of gradually rising.Violation of the phenomenon of-destruction of urban planning and landscape style,but also affected the residents living and production and management,leaving a lot of security and security risks,seriously restricting the normal development of urban construction has become a process of urbanization in a cancer.How to systematically understand the illegal construction of urban areas,effective governance,as Longhai City,and even throughout the country,all levels of government management of the city a major task.In this paper,the use of good governance theory,procedural justice theory,access to a large number of documents and government documents after the material,to the township for field research,the use of questionnaires to the relevant departments of managers,law enforcement officers and the masses to understand the situation,combined with their own work experience,From the analysis of illegal construction of the definition,classification start,sort out in recent years,Longhai City,the status quo and the causes of illegal construction.Taking the "two violations" special governance action carried out in Longhai City from 2014 to 2016 as an example,this paper conducts a comprehensive and systematic study on the construction of illegal construction.Through the analysis and analysis of the problems and causes in the process of illegal construction,combining with the theory of good governance and procedural justice theory,this paper puts forward some countermeasures and measures such as perfecting urban planning,strengthening housing security,standardizing law enforcement system and governance mechanism,optimizing public participation and information disclosure.
