In the past 40 years of reform and opening up,China's economic development has achieved remarkable achievements,and agricultural production is no exception.The growth of agricultural production comes from the input of factors and the improvement of production efficiency.In the early stage of reform and opening up,China's agricultural growth has always relied on resource consumption and extensive management.For China,where per capita agricultural resources are not sufficient,the growth achieved by efficiency has increased.It is a long-term solution that can achieve sustainable growth.At the same time of growing agricultural production,another fact is that with the advancement of urbanization,large-scale non-agricultural transfer of rural labor,agricultural practitioners are lost in both quantity and quality,that is,a large number of high-quality The transfer of young labor reflects a certain subjective selectivity.The selective transfer of rural labor force will undoubtedly reduce the rural surplus labor force and release the pressure exerted by the redundant labor force on agricultural production.On the other hand,the loss of rural labor force will make the rural human capital scarce,resulting in land abandonment.Scholars have expressed concern about the non-agricultural transfer of labor to the safety of agricultural production.This paper starts with the research background and significance,sorts out relevant domestic and foreign literatures and reviews related theories.Based on the analysis of the current situation of rural labor transfer in China in recent years,the thesis and the empirical analysis are carried out.In terms of theoretical analysis,the paper discusses the relationship between labor transfer,human capital deepening and agricultural production.The labor non-agricultural transfer is divided into three stages.It is found that the rural labor transfer in China is in the second stage of labor transfer,and the labor transfer shows a certain selectivity.Through the analysis of the interaction between labor transfer and human capital deepening through the Var model,it is foundthat the two have mutually reinforcing effects,indicating that the high-quality rural labor flows to the urban sector does not deprive the rural labor resources,but promotes the deepening of rural human capital.And form a good situation of coordinated development with labor transfer.In the empirical analysis,the Dea-Tobit two-step method is used to measure and analyze the agricultural production efficiency of 31 provinces,municipalities and autonomous regions in China from 2000 to 2016,and examine the two core explanatory variables of labor transfer scale and human capital level.The effect of control variables on agricultural production efficiency.The results show that the scale of labor transfer and the level of human capital have a significant positive effect on agricultural production efficiency during the analysis period,indicating that there is still a large amount of redundant labor in rural areas at present,and the loss of rural labor has not dragged down agricultural development.The pressure of redundant labor on agricultural production negates the argument that labor transfer will have a negative impact on agricultural production efficiency from an empirical perspective.Finally,on the basis of analysis,relevant policy recommendations are put forward from the two aspects of promoting the effective non-agricultural transfer of rural labor and improving agricultural production efficiency.
