With the progress of science and technology in our society, accelerating the pace of economic development, institutional pattern of China’s dual economy led to the gradual expansion of the income gap between urban and rural areas, a strong rally in rural agricultural labor to urban migration. Human capital to some extent determine the direct labor to urban competitiveness and labor transfer speed. Limitations of migrant labor in rural areas yet to be developed and the reality of urban development is leading the rural labor force can be achieved through investment in human capital in rural agricultural labor force transferred between industries. Accelerate the transfer of rural agricultural labor force, especially in the agricultural mechanization to speed up the transfer of surplus rural background of the agricultural labor force, as well as to achieve agricultural modernization goal of building a moderately prosperous society of great significance. This article is based on research on the impact of human capital investment in Hunan rural agricultural labor transfer Hunan Province is a major agricultural province, rural base, accounting for54.8%of the total population in Hunan Province; large proportion of the agricultural labor force, accounting for58.8%of the total rural labor force; low quality of rural labor resources, low investment in rural education resources. These tell us the status quo in the progress of science and technology, continuous development of society premise, rural agricultural labor force will have a lot of surplus Hunan Province, Hunan Province, which is not conducive to economic development, is not conducive to social and economic development in rural areas of Hunan, but not conducive to solve the " three rural" issues. Of the rural labor force in Hunan human capital investment will help solve these problems.This article from the perspective of human capital investment, a systematic study of rural agricultural labor force status of the transfer of Hunan Province, problems and methods to solve. Articles divided into a total of five parts:The first part of the introduction, a brief description of the background and significance of the topic, dynamic domestic innovation research, research, research methods, and articles. The second part of the related concepts are briefly defined the concepts of human capital investment and rural agricultural labor force to define the concepts were laid the theoretical foundation for the full text, and from the perspective of theoretical analysis, four on investment in human capital aspects of the impact on the labor force were analyzed. The third part analyzes the status quo, the status of human capital investment and transfer of agricultural labor in rural areas in Hunan Province were analyzed and compared. The fourth part empirical analysis, from the perspective of human capital investment analysis of the various factors that affect the transfer of labor, followed by use of relevant models and empirical studies conclude. The fifth part summarizes the conclusions and make policy suggestions.Through analysis and research systems, draw the following conclusions:First, the rural labor force to increase investment in human capital in favor of rural human capital, increasing the stock of human capital in rural areas in favor of expanding the size of the rural agricultural labor Peasants and to accelerate the pace of rural non; second, human capital investment and rural agricultural labor transfer there is a high positive correlation between the two,98%of the labor force can be used to change the size of the transfer of education, health, migration, human capital can represent three change variables to explain investment, investment in education and migration as well as have a good health can promote the transfer of rural agricultural labor force.
