Manufacturing industry occupies a main position in the industry, which is the foundation of our country.Making the manufacturing industry bigger and stronger not only helps the goal of industrialization, but also enhances China's advantage in international competition. But since nearly ten years, the growth rate of China's manufacturing industry has gradually slowed down, exposing many problems. In the contrast, the service industry, with its rapider developing speed and more diversified development modes, has a greater and deeper influence in the daily life, which attracts more attention. At the international level, developed countries are preparing for "the return of manufacturing".They are making use of their advantages in innovation and research in high-tech fields, especially in the new energy, the biology, the internet and other fields with great potential. They are building internationally competitive hightech industries. The foreign industry owns strong technological ability which was accumulated by its first-mover advantage. It is threatening the international competitiveness of China's manufacturing. At the same time, many emerging economies, such as India, countries in the southeast of Asia, are penetrating low-end manufacturing markets, accelerating the deployment of advanced manufacturing. All these contribute to squeeze and competition in the manufacturing industry in our country. The "new" of the new normal means that we have entered a new period, and the "normal" means the requirement for stable development. We need to adjust the current developing way of manufacturing. On the basis of strengthening weakness,we need to make structural adjustment, maintain steady growth and promote people's livelihood. As a developing country,China is still faced with the threat of the middle-income trap.Although we confirm that we can successfully overcome this obstacle, how to move forward in the future is still an issue that must be considered. The deindustrialization in 2012 and 2014 mentioned by the government shows that China's manufacturing industry does not go smoothly. How to face the current challenges in the manufacturing industry will greatly affect its future. When the driving effect of traditional factors reaches the bottleneck,it is of great significance to find the direction and support of the transformation to make the manufacturing industry continue to develop. This paper attempts to use panel data and principal component analysis to score each branch of manufacturing industry. The influence of the selected original variables on the principal component can be clearly judged. All industries can be ranked by the scores, and the development sectors, future directions and driving motive forces of the industries ranking higher can be obtained. The indicators selected in this analysis are product output value, net profit rate, labor productivity, internal expenditure of R&D input, number of R&D personnel, sales of new R&D product, and number of valid invention patents.Through cluster analysis, each industry can be classified.Since the key industries should have higher scores, the classification results can show whether they are consistent with the actual situation. The results show that the computer, communication and other electronic equipment industry, electrical machinery and equipment manufacturing, automobile manufacturing, chemical raw materials and chemical products manufacturing industry have high scores, which coincide with the current focus of China's manufacturing industry. The results show that after the concept of "new normal" was put forward, all branches of the manufacturing industry maintain growth, with the difference in the growth rate. From the coefficient of the extracted principal component, the principal component representing the level of R&D is larger than that of the performance level, indicating that innovation is the new driving force for the growth of China's manufacturing industry. Both traditional and new manufacturing industry can get benefits from it.In addition,high-tech industry has made certain achievements in research, innovation and technical field. And traditional manufacturing industries with lower scores need to transform from quantitative development mode. The result proves that scientific and technological innovation is the most essential driving force, and we should pay more attention to the role of technology and innovation.Analysis from factors: in terms of the driving force of innovation, the national science and technology allocation increases year by year, and all aspects show the great potential of China's manufacturing industry in science and technology innovation. In addition to the technological innovation, design innovation, management innovation and system innovation all contribute to the upgrading of manufacturing industry. In terms of capital investment and talent cultivation,China is attracting capital back to the real economy, especially manufacturing industry. While there is a big difference in inputs between traditional and new manufacturing, they both have opportunities for new growth. At the same time, cutting excess capacity, improving the quality of manufactured products and responding to higher quality consumer demand will help create a virtuous circle. Then,we should pay attention to the training of researchers through various ways. Finally, reduce the negative impact on the environment, improve the effect of resources in the production process. Then it comes to the concrete action. The government should control the overall the direction of system innovation; In order to promote industrial integration, the relationship between traditional manufacturing industry and new industry should be adjusted, and the demand in the market economy and consumption should be emphasized. At the micro level, apart from scientific research and innovation, informatization can be combined with industrial production to improve industrial efficiency both at the producing and management level.
