Research On Cost Management Of Natural Gas Pipeline Project In A City

Nowadays,the non-renewable resources like coal are gradually exhausted,and the deterioration of ecological environment also promotes the rise of new energy.At present,the development of natural gas has entered a new era,the role of natural gas in the energy structure is increasingly prominent,China's natural gas development ushered in the "golden era".However,in the face of rapid development,the capital and debt of enterprises are getting higher and higher,and the ratio of input and output of natural gas pipeline project is seriously out of balance.Therefore,the government and various natural gas companies pay close attention to the investment and cost-effectiveness of the project.Therefore,it is urgent to put forward a set of cost management methods in line with the development trend of natural gas market,pipeline network construction and expansion,and the development trend of the company.This thesis takes the natural gas pipeline project at the end of qinshen line of a city natural gas company as a case study,and puts forward a set of reasonable cost management scheme,aiming at reducing the cost and ensuring the smooth implementation of the project.In fact,this research is a process of raising and solving problems.Firstly,a general situation of city gas pipeline project and cost management present situation,and based on the present situation of the existing cost management was described in detail to the existing problems and the causes of problems,for example,the existing problems include the lack of cost management awareness of project participants,the lack of careful cost budgeting and cost accounting,the formalization of cost control,and the lack of the introduction of innovative processes.At the same time,it also discusses the comparison of the cost management methods of the same type of companies and the necessity of promoting the overall fine cost management.Secondly,combined with the problem,the comprehensive refined cost management scheme of natural gas pipeline project in A city is proposed.The core methods of scheme application,such as WBS method,cost driver method and earned value method,are discussed in detail.Meanwhile,the process and content of scheme formation are also elaborated.Thirdly,in view of the problems and solutions are discussed.A comprehensive fine cost management of city gas pipeline project implementation and safeguard measures,its concrete content is constructed based on the participation of the cost management of organizational structure,puts forward the intensification of cost plan,cost budget,cost accounting and cost continuous improvement plan of the implementation of the process.At the same time,in order to ensure the smooth implementation of the scheme,the implementation guarantee of the cost management scheme is put forward from five aspects: enterprise environment,training,competition mechanism,innovation technology and consciousness,and information.Finally,the implementation effect of cost management scheme is analyzed.In this thesis,based on theory of cost management of a city gas pipeline project cost management to conduct a comprehensive analysis,and under the guidance of our professional theory knowledge put forward the reasonable and scientific cost management plan,and apply theory of countermeasures to the actual engineering,makes the natural gas pipeline project construction conforms to the nature of the application of new energy at the present stage,at the same time also reduce the engineering investment,improve the benefit of the project,therefore,the study has great practical value.
