Study On The Problems And Countermeasures In The Radio Management At The Grass-roots Level

With the wide application and accelerated popularization of radio technology,the application of 5G,industrial Internet and Internet of Things is also increasingly prosperous,the information construction in all fields is advancing rapidly,the number of radio stations(stations)is also increasing,the demand for radio spectrum resources in all fields is growing,and the radio transmission equipment is also developing towards the direction of intelligence,mass,mobile and micro-power.Because of the limitation of spectrum resources,the contradiction between spectrum supply and demand is increasingly prominent.Facing such a severe situation and challenge,our radio management must keep pace with The Times,keep pace with The Times,innovative work.By analyzing the basic characteristics of radio management and radio spectrum resources,this paper summarizes the current situation of radio management in Y City and China,compares the radio management modes of other foreign countries,and summarizes the problems existing in radio management in Y City through interviews and dialogues with provincial bureau staff,municipal staff,radio enthusiasts and the masses.Including the radio management organization operation and joint cooperation is not smooth,the contradiction between supply and demand of radio spectrum resources is prominent,the radio management administrative punishment and marketing supervision and management confusion,radio infrastructure guarantee,team construction is not perfect.In view of the above problems,the reasons are analyzed,including the single way of radio resource allocation,the insufficient strength and means of radio station management,the radio management system and mechanism is not smooth,the radio management legal publicity is not enough,the radio management administrative law enforcement lacks restraint and supervision mechanism,and the law enforcement procedures are not standardized.Based on the analysis of the causes and combined with the actual radio management in Y City,this paper puts forward some ideas and measures to optimize the radio spectrum resource allocation mode and administrative management mode in Y City,including strengthening the construction of relevant laws and regulations,technical facilities and talent team.This paper organically combines related theories of public management to deeply explore the radio management work of Y City,and plays a role of reference for the radio management work of Y City.
