With the gradual advancement of the reform of National spatial planning,national spatial planning would become the only statutory spatial planning within a specific space scope,and the Conflict in the era of " Multiple-Planning" such as intersection of spatial boundaries and overlapping of content would be effectively solved.In order to make the planning more flexible and adapt to the needs of dynamic development and protection,it was particularly important to delimit the boundaries of all kinds of land in County space scientifically and effectively,and to coordinate the spatial demands of all kinds of development and protection.In this study,Chaling County,a typical hilly and mountainous county located in Luo xiao shan area,was taken as the research object.By using the theories and techniques of urban and rural planning,geography and ecology,and using the historical land use structure change data and socioeconomic data of the county,the driving factors affecting land use change were screened,and the elastic characteristics of land use structure were analyzed and established.In the evaluation system,the elasticity of land use structure in county was evaluated,and the outstanding problems of land use structure was analyzed;then the economic and ecological objectives and constraints set that the target year needs to achieve were set,and the elastic intervals of land use types were obtained by using the interval optimization model;combining the results of the interval of land use types and the suitability analysis of land use,the spatial flexible optimization of land use was carried out by using the method of spatial superposition.It were put forward that the effective elastic optimization decision-making and safeguard measures.The results show that:(1)From the analysis of different county levels in Hunan Province,the flexibility evaluation value of land use structure was 0.592,and the qualitative evaluation result was "weak",which was mainly due to the weak economic and social flexibility.(2)From the point of view of the size of flexible interval,the result of optimization of land use type interval shows that about [357.66-3891.74] hectare Construction Land and [700.22-3234.30] hectare other land were converted into agricultural land.In the future,forest land(2.97%),garden land(3.47%),cultivated land(0.90%)and water area(1.02%)will contribute the most to the uncertainty acceptance of Chaling County,while other agricultural land(0.06%)and natural reserve land(0%)will contribute the least.(3)Further analysis of land use transfer between spatial flexible zones of land use structure shows that ecological land and agricultural land overlap area was the largest,accounting for 6.41% of the total area;the overlapping area of construction land and agricultural land accounts for 0.97%;and the overlapping area of construction land and ecological land was the smallest,accounting for 0.85%,which were the main flexible space to undertake the uncertain development in the future.(4)Based on the analysis of the optimization results,three optimization strategies were put forward to ensure the smooth implementation of the optimization scheme: land use spatial control,land use and industrial development coordination,service and institutional safeguards.The study on flexibility optimization of land use structure will put forward a feasible scheme for government departments to carry out Multi--Planning coordination,in order to formulate spatial control measures and meet the needs of regional development and land and space development and protection.It provides methodological guidance and reference for the selection of land use types and the determination of elastic regulation interval.
