A Study On Land Use Structure Optimization And Spatial Control Of Different Types Of Villages

The"three rural issues"is related to the national economy and people's livelihood.With the deepening of rural land system reform and the proposal of rural revitalization strategy,the rational use and effective management of rural land resources are particularly important.However,at present,the utilization and management of rural land are still facing problems such as inefficient and extensive land use,unreasonable construction layout and destruction of ecological environment.The compilation of village land use planning is a necessary way to protect cultivatedland,optimizethelandstructureandlayoutof"production-living-ecological spaces",control the scale of construction land,and improve the ecological environment of human settlements.It is also an effective measure to promote the implementation of rural revitalization strategy.On the basis of a thorough understanding of the relevant national policies and measures,this paper combines with the regional characteristics of Horinger County,selects 18 characteristic indicators such as proportion of industrial income,and establishes the classification index system of village development types,which bases on the compilation project of Horinger County's village land use planning.Through the combination of cluster analysis and qualitative analysis,150villages in the county were classified into different types,finally,land use development strategies of various types of villages were determined.On this basis,first of all,through differential selection of the model to optimize the required dominant objectives and constraints,the optimal linear programming model is adopted to optimize and adjust the land use structure of different types of villages.Secondly,the village construction activities can be effectively controlled and guided through the establishment of the"three lines"and"production-living-ecological spaces"overall management and control system based on the land use status.Therefore,the compilation of Horinger County's village land use planning is more targeted.It also points out the direction for the use and management of land resources of different types of villages and realizes the connection between the village land use planning and the goal of"promoting rural development by classification"proposed by rural revitalization strategy.The main research results and conclusions are as follows:(1)The classification index system of village development types in Horinger County is composed of five criteria layers including industrial structure,land use degree,population factor,location factor,natural condition and 18 index layers including the proportion of industrial income.(2)Through the study of village development types,150 villages in Horinger County are divided into six types,namely,32 industrial development villages,17 suburban integration villages,4 transportation hub villages,61 agricultural-oriented villages,8 leisure and sightseeing villages and 28 demolition and merged villages.(3)Different types of villages should formulate differentiated land use development strategies according to their own land use characteristics and development trends,which become the basic starting point and basis for the optimization of land use structure and spatial control of different types of villages.(4)Different land use structure optimization schemes should be formulated for different types of villages,taking Xinyingzi village,an industrial development type,as an example,economic benefits are taken as the leading objective of plan,and social and ecological benefits are taken as constraints.The results of land use structure optimization are more conducive to the village's future rural economic development.(5)Based on the current situation of land use,the overall managementandcontrolsystemofthe"threelines"and"production-living-ecological spaces"mainly includes three aspects:the construction of"production-living-ecological spaces"management and control,the delineation of"three lines"management and control,and the classification and refinement of management and control.Among them,the"production-living-ecologicalspaces"implementsflexible management and control and the"three lines"implements rigid control.All kinds of land use activities in villages should strictly abide by the control rules of all kinds of space,finally,the guidance of land use space control for different types of villages was proposed.(6)According to the optimization results of land use structure,spatial control rules and land use development strategies,the spatial layout of land use in different types of villages can be optimized and adjusted.Taking Xinyingzi village as an example,spatial layout optimization was carried out.The optimization results showed that living space increased by 30.47hm~2,production space increased by 21.71hm~2,and ecological space decreased by 52.18hm~2 in total,the reduction did not involve ecologically controlled areas.The optimized layout results reflect the strategic direction of the village's industrial development.
