Based on the system theory, resource allocation theory, resource value theory and sustainable development theory, etc., Aiming at population agglomeration growth and pursuit of the only economic interests leads to series of land problem such as extensive utilization and structural imbalance in Nilka, is committed to seeking a kind of land structure that can balance the development of social, economic and ecological and realize efficient utilization of land. Firstly, use the statistical data of land use, this paper analyzed comprehensively the land use structure and spatial distribution and diagnosed land-use problems; and then define 2012 as the based year, 2020 as the goal year, By building the grey multi-objective dynamic Programming model and used Matlab7.0 Programming to realize gray become known number, used Goal Programming module of WINQSB to solve the objective function and found out the best satisfaction solution, finally realize the optimization of land use structure in Nilka; by constructing evaluation index system, used SPSS19.0 achieve cluster analysis about all county and villages of Nilka and the industrial layout optimization through Arcgis10.0. Finally, put forward several opinions of the sustainable use of land for Nilka County, and aimed to provide a scientific basis for the economic, social and ecological coordination and sustainability development, however efforts to provide appropriate reference for land use planning decision makers. Main conclusions are put forward as follows:From the land quantity structure and layout do some quantitative research and comparative analysis of the land use status and dynamic change about Nilka from 2000 to 2012. A diagnosis of the unreasonable phenomenon of land use exist at Nilka county, Diagnosed unreasonable problems of land use in Nilka County, mainly as follows: ① Agricultural land is the subject of Nilka County land use, and are distributed around the town of Nilka, while a small proportion of land for construction, So the contradiction between supply and demand of urban and rural construction land is outstanding. ② Irrational of agricultural land structure, woodland showed an overall decrease trend, the proportion of low garden. ③ The scattered layout of rural settlement brought some trouble for intensive utilization of land in Nilka.From the three feasible schemes, chose a group of satisfactory solution that comprehensive benefit is the largest. By the verification, optimization scheme is reasonable and feasible. The optimized structure of land is: agricultural land accounted for 87.48%, construction land is 1.74%, other land is 10.78%. The proportion of agricultural land will decrease 0.03%, but the proportion of cultivated land, garden and woodlands will raised, the proportion of grassland and other agricultural land will reduce. Due to push the urbanization process, the structure of construction will be increased by 0.3%, the internal structure of the construction land also showed an increasing trend, particularly mining land increased more obvious.According to cluster analysis and combining the actual situation of Nilka finally divided into nine final land use zones, namely are: town development area, planting areas, breeding areas, pasture areas, ecological protection tourist areas, the general tourist area, mining district, regional forestry and ecological security control area. And according to the principle of optimization and the development direction of the county, the whole industry will eventually be summarized as "a industrial park, two belt, three core zone, four development of shaft” space layout, and use Arcgis10.0 drawn map of the industrial layout optimization. The layout is re-emphasized to focus on the development of regional economic at the same time pay attention to the construction and protection of the ecological.
