Study On The Flexibility In Land Use Planning Of Liuzhou City

Land is the basis of city existence and development, and also is the carrier of all social economic activities.With the rapid development of urbanization, there emerge some problems in land use activities, especially, the deviation between control target and actual execution of land use planning become more and more serious. The currant rigid land use planning can not adapt to the social development, then we must give some flexible for land use planning to satisfy the demand of society development and protect land resource. This paper attempts to study on the flexibility in land use planning from the perspective of theoretical and apply theory to practical.The core issues of this paper include following aspects:Firstly, this paper defines the concept of flexible land use planning and embody the flexible of land use planning in land utilization structure,regulation index,land use regionalization. The core of the paper will study on these three aspects. Secondly, From the connotation of flexible land use construct and predict prophase elements with many methods, this paper use grey multiple-objective planning model to study flexibility in land use construe and obtain several schemes of land use construe for each year, then use grey correlation analysis to dynamic optimize elastic programmer for determining adaptive schemes. Thirdly, this paper study on the flexible of regulation index, the emphasis of this part is studying on the defects and deficiency of current land use planning regulation index system from the perspective of qualitative and flexibility, then put forward corresponding improved method to embody flexibility of regulation index system. Next it puts forward land use planning regulation index system based of studying on the actual situation of this city, finally it quantified regulation index combined with research result of previous paper. Fourthly, this paper study on the flexible land use division distribution and propose the concept of flexible development area, locate the central city development direction of Liuzhou city in the future, and determine flexible development area of construction land and farmland of Liuzhou city by GIS. Finally, this paper advances flexible implementary measures for land utilization structure,regulation index,land use regionalization to ensure flexible planning effectively.Empirical study show that flexible land use planning theory used in compiling region land use planning is reasonable and feasible, it can provide better guarantee for compiling and implementing land use planning, and also have certain reference value for the development of land use planning.
