Research On The Performance Evaluation Of Precision Poverty Alleviation Based On TOPSIS

Poverty has always been one of the key issues of global concern.It is not only an economic issue,but also a social issue.Eliminating poverty is related to human development and social progress.In order to achieve the historic lifting of the Chinese nation out of poverty,China clearly proposed the establishment of a precise poverty alleviation mechanism in December 2013,starting from six major systems:responsibility,policy,investment,mobilization,supervision and assessment.The research on performance evaluation of precision poverty alleviation work,on the one hand,it can accurately evaluate the effectiveness of precise poverty alleviation and provide theoretical basis for decision-making;on the other hand,it can find the shortcomings of the current work in order to further improve the working methods and enhance the effectiveness of the work.Based on the theoretical basis of resource allocation,sustainable development,equalization of basic public services and group decision-making,this paper combs the research on precision poverty alleviation performance evaluation in China at the present stage.On the basis of referring to the construction of precision poverty alleviation performance evaluation index system by relevant scholars and combining with the assessment methods of poverty alleviation and development work,it establishes a precision poverty alleviation implementation performance evaluation system including5 primary indicators and 18 secondary indicators from 5 aspects of precision identification,precision assistance,poverty alleviation fund management,poverty alleviation project effectiveness and poverty alleviation effectiveness.In this paper,10 experts are used to score,and AHP is used to analyze the constructed index layer by layer.Spearman grade correlation test is carried out on the evaluation results of each expert to determine the index weight.TOPSIS evaluation method is used to sort the regions under the weight of each expert index,and Borda function is used to aggregate the sorting results of each region.The results show that the correlation coefficient between expert 6 and expert 8among the 10 experts is 0.892.When the significance level of the evaluation results ofexpert 3 and other experts is 0.05,they fail the consistency test,and the evaluation results of other experts all pass the consistency test.The performance of the eight regions shows four gradients,with region 1 performing the best,region 6 performing relatively well,region 3,region 4 and region 8 performing at the third gradient,and region 2,region 5 and region 7 performing at the fourth gradient.The results of performance ranking are in good agreement with the actual investigation and verification results of the local poverty relief office.According to the relevant results,this paper puts forward specific policy recommendations from five aspects: identifying the target accurately,withdrawing the target in line with the standard,speeding up the pace of poverty alleviation for the deep poor,strengthening the guidance of industrial development,stimulating the endogenous power of the masses,and consolidating and improving the poverty alleviation effect.
