Eliminating poverty and improving people's livelihood have always been an important mission of our party.With the gradual advancement of poverty alleviation work,the role of financial poverty alleviation in poverty alleviation has become more and more important,and has become a major force in rural poverty alleviation.Financial poverty alleviation usually refers to the form of bank credit,payment and settlement,etc.,in accordance with the principles of capital preservation and low profit,to provide loans for poor people at very low interest rates,or to provide financing support for participating in poverty alleviation infrastructure construction,agricultural product companies,etc.The demand for financial services for production and living will help the poor to achieve poverty reduction and poverty alleviation.“Government-Government Cooperation,Government Enhancing Trust,and Collaborative Poverty Alleviation” are the main features of the financial poverty alleviation model.The financial poverty alleviation model integrates financial aid funds for poverty relief and credit and poverty alleviation funds as well as effective government demand.At present,China's financial products and tools for poverty alleviation continue to innovate and mature.However,due to the different causes of poverty in various regions of China,the products used to implement poverty alleviation are different and limited to their own geographical environment.At present,a complete set of performance evaluation mechanisms has not been formed yet..Therefore,it is of great significance to conduct financial poverty alleviation performance evaluation research to provide new ideas for financial poverty alleviation and to maximize the rational allocation of financial resources for poverty alleviation.At the same time,it has important practical value for improving the financial poverty alleviation mechanism and performance evaluation mechanism.Since the financial poverty alleviation thought was put forward,Anhui Province has vigorously promoted the implementation of the measures of financial poverty alleviation,of which Rural Commercial Bank is the main force of financial poverty alleviation and has the exact function of the financial poverty alleviation mentality of "finance follows the poor,the poor follow the industry,and the industry follows the market",Anhui agriculture gold launched "1 + 1 + 1 + N" model,of which three "1".on behalf of the government,rural commercial banks,enterprises.N on behalf of poor households.This model is more typical of financial precision poverty alleviation "Jinzhai sample",Bozhou "532" loan guarantee insurance.Although poverty alleviation has been vigorously carried out in Anhui Province,as of the end of 2017,there are still 1.202 million poor people in Anhui Province.Especially in the Dabie Mountain area in Anhui Province,it can be said that the task is extremely arduous if all of them are to be eliminated from poverty by 2020.What is the performance of financial poverty alleviation in Anhui Province and what problems exist in financial poverty alleviation are the focuses of this paper.Based on the research of scholars at home and abroad,this paper constructs a performance index system for financial poverty alleviation,and analyzes the financial performance of poverty alleviation in Anhui Province.Firstly,domestic and foreign literature review is conducted;secondly,through analysis and summarization of existing evaluation methods,based on a comprehensive perspective and poverty alleviation background,the social performance,economic performance,and policy support provided by impoverished poverty-stricken people from financial poverty alleviation are implemented.The four dimensions of poverty-stricken people's satisfaction with dual well-being are to construct an indicator system suitable for the performance evaluation of financial poverty in Anhui Province,and adopt the relevant data of the financial poverty alleviation index for 2011-2016 in Anhui Province,using the analytic hierarchy process and the key performance indicator method for Anhui Province.Evaluate the effectiveness of financial poverty alleviation and analyze the status quo of Anhui's financial poverty alleviation.Finally,based on empirical analysis,draw the problems of financial poverty alleviation in Anhui Province,and aim at financial service products,improve the financial poverty alleviation protection mechanism,strengthen credit construction,and establish Scientific evaluation system makes recommendations.
