The 21 st century is an era of knowledge economy.With the continuous improvement of the social productivity of all countries,the degree of market competition in the global market is also increasing.To occupy or maintain the leading position in international competition and safeguard national interests,It is necessary to raise the level of independent innovation and promote the development of high-tech industries.In order to promote the development of national innovation,China began to select national high-tech zones in provinces and cities with concentrated scientific and technological talents and intensive intellectual factors in 1988,fostering innovative talents,incubating high-tech enterprises,and promoting regional economic development.After 30 years of development,the National High-tech Zone has achieved rapid development both in terms of the number of parks established and the economic volume.However,there are also many problems among the high-tech zones,such as the phenomenon of homogenization and the presence of enterprises.The fierce competition has resulted in a scale that is not economical,and the efficiency of the transformation of enterprise innovation resources has been low,and the high-tech zones are not strong.The National High-tech Zone brings together the vast majority of innovative resources and innovative institutions in the city.The situation in each high-tech zone is different.From the macroscopic perspective,what is the impact on the level of innovation of the local city after the establishment of the high-tech zone? The improvement of the level of urban innovation,from a more micro level,the existence of heterogeneity in the establishment of national high-tech zones between cities is a problem worth studying.In theory,this paper draws on the Romer endogenous economic growth model,constructs the social output function and the social innovation function,and qualitatively analyzes the establishment of the national high-tech zone will improve the level of urban innovation.Through the knowledge spillover and innovation space cluster,the scientific research achievements of enterprises rely on the national high-tech zone platform to transform into productivity,and the national high-tech zone's guiding role in the urban innovation system to explore the impact of the national high-tech zone on urban innovation.Based on the analysis of the social innovation function and the mechanism of the impact of high-tech zones on innovation,this paper proposes five hypotheses: 1.The establishment of national high-tech zones can promote the growth of urban innovation;2.The effect of national high-tech zones on urban innovation over time The effect is increasing;3.The impact of the national high-tech zone on the level of urban innovation is spatially heterogeneous;4.The impact of the national high-tech zone on the level of urban innovation is positively related to the government's efficiency;5.National High-tech Zone The impact of urban innovation level is positively related to the market openness of the city.Under the premise of hypothesis,this paper carries out corresponding empirical analysis to verify the authenticity of the hypothesis.In terms of empirical evidence,this paper makes use of the panel data of the establishment of high-tech zones in China from 2001 to 2016 and the establishment of 233 municipalities in various high-tech zones,and empirically tests the relationship between the establishment of national high-tech zones and urban innovation.The regression results show that the cities of non-state high-tech zones and national high-tech zones meet the parallel trend assumption,and the national high-tech zones can significantly promote the improvement of urban innovation level and exhibit time-increasing effects.The urban policy effect of the first and second line and the eastern high-tech zone is significantly higher than that of the third-fourth and mid-west high-tech zones.There is a significant positive relationship between government efficiency and market openness and urban innovation level.
