High-tech zone, as an important strategic special carrier of high and new technology industry development in our country, playing a key role in the present reforming background with the core of restructuring mode, regulating structure and promoting the upgrade, not only becomes the core carrier of the smooth link between science and technology but also strive to be the first demonstration of the economic structure adjustment and the pattern of economic growth change in the regional economy. High-tech zone, especially the national one becoming a banner of the road of independent innovation with Chinese characteristics, has realized the extraordinary development of industry and enhanced the country's capacity for self-independent innovation and regional science and technology strength. In the face of the third great transformation of our country with new demands and new challenges, the disadvantages of regional technological and economic growth disappear including the lack of brand advantage, low-end formats and extensive management, hence how to realize the change from incremental qualitative layout to increasing efficiency layout has become a realistic problem to be solved urgently in high-tech zone in our country and therefore strategic transformation of high-tech zone oriented to national self-independent innovation is the best way to tackle the task in this era.Based on the theories of high-tech zone transformational development, combing the characteristics from the background of the third great transformation and the complete implement of the innovation-driven strategy in our country, from the coupled mechanism between the high-tech zone transformation and the national self-independent innovation as a base, this dissertation puts forward high-tech zone evolution path deviation on the basis of theory and practice of high-tech zone phase evolution regularity and designs different development path and supporting system of the high-tech zone transformation. The full context contains eight chapters and can be divided into five sections.Section one is the theoretical part, which elaborates the coupled mechanism between high-tech zone transformation and the national independent innovation from the aspects of objective, factor, process and mechanism combing the fundamental connotation of both, based on the introduction of the background, significance, contents, methods of this research and related research, and thus seeking the theoretical origin of high-tech zone transformational development from the theories of transformation, evolution and self-organization. Section two contains chapter three and chapter four, which analyzes deeply on the high-tech zone stage evolution division and dynamic mechanism, puts forward high-tech zone path deviation existing in China combining with the development of park at home and abroad, constructs nested target segment architecture of enterprise-industry-environment match utilizing the strategic niche management theory, illustrates the target under the niche from three dimensions of advantage fostering, two-right optimization and spatial transformation and summarizes interface obstacles of realizing the transformation goal as path dependence, system inertia, link locking and boundary constraints. Section three concluding chapter five is the model construction and evaluation part, which, based on the Dual theory of dual analyzes image representation and interactive relationship of high-tech zone strategic transformation foundation, designs the evaluation system with double dimension of the state maturity of the system and the process innovation efficiency, uses the grey correlation analysis associated with chain DEA to build the corresponding measure model, and conducts empirical estimates with 56 national high-tech zones in our country as samples. Section four, containing chapter six and chapter seven, which combines with the design thought of the infinite model and features of the combination the value of measure, designs four transformational development path including advantageous cooperation path based on the niche expansion, the characteristics focusing path based on the industry chain extension, intensive effect improving path based on the resources re-exploitation, radiation linkage path based on the advanced leading and puts forward four built-in security systems and four outer building service systems.
