In the 1990s,the state council reformed the management system of posts and telecommunications.Since then,China Post has become an independent branch of the national economy.At the same time,China Post is the legal executor of universal postal services.Its profitability is greatly reduced due to the separation of telecom and savings,and the government's subsidy is reduced instead of increased.The two negative influences seriously restrict the ability and enthusiasm of China post to provide universal postal services.Initially,Universal postal service is the basic right of communication provided by the state to citizens,and it is the necessary guarantee for the issuance of administrative orders,the promotion of national unity and ethnic unity,and the social and economic development.Based on the contradiction between the social attribute of China Post entrusted by the state to provide universal service to the society and its own enterprise attribute of profit-making,this paper demonstrates the serious situation of universal service in China at present.Therefore,it is particularly important to solve the contradiction between the enterprise attributes of China post and the mission of universal service endowed by the state.In this case,it is urgent to establish a reasonable and efficient universal service compensation mechanism.Secondly,the importance of reasonable compensation mechanism for the development of universal postal service is discussed by introducing the compensation mechanism for universal postal service which is widely used in the world and referring to the compensation method of universal postal service in other countries.Then from the perspective of economics and enterprise management,the necessity of universal postal service compensation mechanism is elaborated.At last,it elaborates the current situation of China's universal postal service and reveals the existing problems in the current universal postal service with actual data,that is,the government's subsidy for universal postal service is inconsistent with the current economic development speed and the development speed of postal service.Insufficient investment in postal infrastructure construction;Letter franchise business such as small profit margins.Therefore,in order to solve the above problems in the process of development of universal postal service,and guarantee the postal enterprises existing universal service levels to meet the needs of our country's public mail,you will need to present to our country's postal universal service compensation machine problem and its corresponding improvement methods is put forward,based on the above research,put forward four Suggestions:?.Formulate the compensation mechanism reasonably and emphasize the principle of efficiency first;?.Establishing a competitive universal service market and improving the efficiency of resource allocation;?.We will improve fiscal subsidies and increase fiscal input;?.We will accelerate the establishment of a universal postal service industry fund and improve the universal service compensation mechanism.
