Performance Appraisal Of Supply Side Structural Seform

As far as the current situation is,China's economic growth has been slowed down by factors such as the disappearance of the demographic dividend,the severe employment pressure,the problems of inflation,the resources and the environment,and the weakening of foreign capital.General Secretary Xi Jinping pointed out:"We must adhere to quality first,efficiency first,supply-side structural reform as the main line,promote economic development quality change,efficiency change,and power reform to increase total factor productivity."The structural reform of the supply side has become an important measure to change the way of economic development.With the continuous progress of the reform,the performance evaluation is becoming more and more important.Constructing the evaluation index system of supply side structural reform helps to understand the current situation and shortage of reform so as to guide practice.It is particularly important to evaluate performance in a wide range of structural reforms from what point of view.The general structure of this paper is as follows:First,on the basis of the existing reference,it traced all the power sources of our country's economic development,and discussed the transmission mechanism of the supply side structural reform to promote economic growth from the thought,task and purpose of the reform.Second,the evaluation index system of the supply side structural reform is constructed according to the transmission mechanism and the selection of evaluation indicators by previous generations;Thirdly,the combination weighting method of IAHP and entropy method is used to empower the evaluation index system.Finally,it is used to score the national macro-economic operation and to test the universality of the typical cities.This paper lays the foundation for performance evaluation of supply side structural reform in the future.The main conclusions of this paper are three points:First,in the weight system,both the subjective evaluation method and the objective evaluation method give high weight to the fair system,which displays that the supply of the fair system is more and more important;Secondly,the national macro data shows that the performance evaluation comprehensive index score is steadily rising,among which the ecological structure scores are remarkable,and the fair system score is not very satisfactory.The government should increase the supply of the fairness system;Third,The efforts made by various provinces in the 2016 reform are quite different.We should pay more attention and continue to push forward the reform.The characteristics and possible innovations of this article are reflected in the following three points:First,taking the power source of economic growth as the perspective of performance evaluation to study whether structural reforms on the supply side have improved the source of economic growth and then promoted economic growth;Second,researching the transmission mechanism of supply-side structural reforms to promote economic growth has laid a theoretical foundation for performance evaluation.Thirdly,there is no reference to study the selection of indicators for supply-side structure optimization.In this paper,we combine the literature of each sub-criterion layer with transmission mechanisms and references of supply-side structural reforms,then filter the indicators to build the structural optimization dimension and calculate the structural optimization dimension score.
