| After the reform and opening up,China has gradually formed four major plate development strategies,such as The Great Development of the West,the Revitalization of the Northeast,the Rise of the Middle and the First Development of the East.Although the relative development differences between the plates have narrowed,the absolute differences are still huge and there is a lack of interconnection channels.This needs to open up new space and new impetus.Under the new normal background,the Party and the government gradually put forward new regional development strategies such as "Beijing-Tianjin-Hebei coordinated development" and "the development of the Yangtze River Economic Belt".The importance of urban agglomeration has become increasingly prominent.Under the need of new regional development pattern and new urbanization construction,in view of the obvious differences and insufficient cooperation within urban agglomeration,the coordinated development within urban agglomeration has practical research significance.Based on system theory,symbiosis theory,synergetic development theory and urban agglomeration development theory,this paper makes a thorough analysis of the factors endowment,agglomeration radiation,functional division of labor and internal relations of the two urban agglomerations by means of Gini coefficient,first-place urban agglomeration degree,urban flow intensity,functional division of labor index,departmental similarity structure index and revised gravity model.Through these,we can reveal the good degree of synergetic foundation of the two urban agglomerations.On this basis,the urban agglomeration composed of urban subsystems is taken as the research system.The distance synergy model and the compound system synergy model are improved by introducing the system development degree and the grey correlation model.From the perspectives of "industry synergetic development,market synergetic development,transportation synergetic development,innovation synergetic development,service synergetic development and comprehensive synergetic development",this paper concludes that the synergetic development of the two urban agglomerations can be demonstrated by the factors and comprehensive synergetic degree,evolutionary synergetic degree and synergetic development degree,and compares them.Then it explores the impetus and obstacle factors of synergetic development within urban agglomerations,and combines the specific situation of the two major urban agglomerations,and explores the mechanism of synergetic development.Finally,it puts forward the countermeasures for the synergetic development within the two urban agglomerations.From the above,the following conclusions are drawn:(1)The basis of synergetic development within the Yangtze River Delta urban agglomeration is obviously better than that of Beijing,Tianjin and Hebei.This is mainly reflected in.The number and difference of endowments of labor,technology,land and capital factors in the Yangtze River Delta urban agglomeration are better than those in Beijing,Tianjin and Hebei.The population agglomeration of the two countries is relatively stable,but the economic agglomeration degree of the Yangtze River Delta declines.Moreover,the intensity of urban flow in the Yangtze River Delta urban agglomeration is greater,and the internal radiation diffusion pattern is hierarchical,while the radiation in the Beijing-Tianjin-Hebei urban agglomeration has obvious faults.The function pattern of the two is different.The division of labor and cooperation index of the Yangtze River Delta urban agglomeration is larger than that of Beijing-Tianjin-Hebei urban agglomeration,and the similarity of internal structure is smaller than that of the latter.The Yangtze River Delta urban agglomeration has a larger scale of links,closer internal links,obvious network and diversification characteristics,while the Beijing-Tianjin-Hebei urban agglomeration has a smaller scale of links,and the peripheral links are still loose.(2)The overall synergetic development of the Yangtze River Delta urban agglomeration is superior to that of Beijing,Tianjin and Hebei.The synergetic development of the sub-elements of the two urban agglomerations has its own characteristics.Since 2004,the synergistic development degree of the internal synergies and sub-functions of the Beijing-Tianjin-Hebei and Yangtze River Delta urban agglomerations has increased,but the stability of the Yangtze River Delta urban agglomerations has improved.In recent years,Beijing-Tianjin-Hebei urban agglomerations have been rising well,and the synergy degree has remained relatively stable.Moreover,the synergy degree and synergy development degree of comprehensive and sub-functional elements within the Yangtze River Delta urban agglomeration are higher than those of Beijing-Tianjin-Hebei urban agglomeration,and the synergy degree of evolution is also higher.Further,in 2016,the synergistic development degree of Beijing-Tianjin-Hebei urban agglomeration was 0.42,which only reached the intermediate level,and the synergistic degree was stable at about 0.40.The synergistic development degree of the Yangtze River Delta urban agglomeration increased steadily from 0.29 in 2004 to 0.56 in 2016,which was 0.16 higher than that of Beijing-Tianjin-Hebei urban agglomeration,reaching the intermediate and advanced level,and the synergistic degree rose from 0.63 fluctuation to 0.74.The evolutionary synergy is also higher than that of Beijing-Tianjin-Hebei urban agglomeration.From the point of view of each function,the synergistic development of innovation,industry and market in the Yangtze River Delta urban agglomeration is obviously better than that in Beijing-Tianjin-Hebei urban agglomeration.The evolution synergy degree of the internal market function of the two urban agglomerations is higher.Secondly,although the synergistic development of service and transportation functions in the Yangtze River Delta urban agglomeration is higher than that in Beijing-Tianjin-Hebei urban agglomeration,the synergistic development of internal services and transportation is relatively low in the sub-functional synergistic development.Specifically,the synergistic development degree of Beijing-Tianjin-Hebei urban agglomeration in 2016 is 0.27,0.48 and 0.54 respectively under the three functions of innovation,industry and market,which only reach the low,middle and high levels respectively.The degree of synergistic is mostly relatively stable.While in 2016,the synergistic development degree of these three functions within the Yangtze River Delta urban agglomeration reached 0.49,0.65 and 0.69 respectively,reaching the intermediate,intermediate and advanced levels.The synergy degree increased,and its evolutionary synergy degree was also higher than that of Beijing-Tianjin-Hebei urban agglomeration.In 2016,the synergistic development degree of services and transportation in the Yangtze River Delta urban agglomeration was 0.48 and 0.41 respectively,reaching the intermediate and intermediate levels,and the collaborative degree remained relatively stable.In 2016,the synergistic development degree of services and transportation in the Beijing-Tianjin-Hebei urban agglomeration was 0.37 and 0.36 respectively,reaching only the middle and low levels,and the collaborative degree also showed a stable trend,and the degree of evolutionary synergy is low.(3)There are significant differences in the factors affecting the synergetic development of the two urban agglomerations.The abundant natural resources,superior location conditions,policy support and prominent comparative advantages are important driving factors for the synergetic development of Beijing-Tianjin-Hebei urban agglomeration.Great development gap,insufficient linkage,administrative and market barriers,and low efficiency of industrial cooperation are the main obstacles.Better development of economic base,superior location,more reasonable urban system,more complete infrastructure construction,more complete policy mechanism and higher level of scientific and technological information development are the important factors to promote the synergetic development of urban agglomeration in the Yangtze River Delta.Administrative barriers are obvious,homogeneous competition is common,and resistance to collaborative innovation is an important obstacle.The mechanism of the above-mentioned factors on the synergetic development of urban agglomeration is mainly manifested in three aspects: motive force,coordination and guarantee.Finally,the paper puts forward some suggestions and countermeasures for the synergetic development of the two urban agglomerations.Deepening the reform of system and mechanism,promoting ideological and cultural synergy,enhancing linkages and driving capacity,upgrading the energy level of small and medium-sized cities,promoting innovation-driven development,and strengthening the development of public services are the suggestions and countermeasures for the coordinated development within Beijing-Tianjin-Hebei urban agglomeration.Strengthening top-level design,innovating development system and mechanism,deepening regional integration and development,strengthening integration endogenous drive,building and sharing livelihood projects together,and establishing world-class industrial clusters are the suggestions and countermeasures for the coordinated development of urban agglomerations in the Yangtze River Delta. |
