Evaluation Of Comprehensive Effectiveness Of Land Consolidation Under The Background Of Rural Rejuvenation

With the continuous development of urbanization in China,the contradiction between supply and demand of land resources and urban and rural development has become increasingly prominent.Land consolidation which includes the comprehensive improvement of "land,water,road,forest,village",improves land use efficiency and output rate,improves agricultural production infrastructure,improves farmers’production and living conditions,is not only an important method to alleviate the above contradictions,but also an important platform for rural revitalization.As an upgraded version of the "new countryside",the rural revitalization strategy is highly compatible with the new requirements of "industrial prosperity,ecological livability,rural civilization,effective governance,and prosperous life".Therefore,the comprehensive effectiveness evaluation of land consolidation under the background of rural revitalization has important practical significance for promoting the implementation of rural revitalization strategy and considering the effectiveness of land consolidation.By arranging the basic theories of land consolidation and rural revitalization,related concepts and research progress at home and abroad,this paper has deeply explored the mutual relationship between the two,and builded a comprehensive evaluation framework for land consolidation from the overall level and local level.Taking the Qujiang District as an example to carry out empirical research,this paper has put forward the improvement strategies and policy recommendations for the land improvement project under the background of rural revitalization The main contents and conclusions are as follows:(1)Constructing a comprehensive effectiveness evaluation framework for land consolidation.Based on the benefit evaluation of land consolidation and the governance effect of land fragmentation,a framework for comprehensive evaluation of land consolidation under the background of rural revitalization is constructed.In the benefit evaluation model of land consolidation,the analytic hierarchy process is used to determine the index weight,the semi-trapezoidal function is used to determine the membership degree of the index,and finally the fuzzy comprehensive evaluation method is used for evaluation.The evaluation method is feasible and operability.In the selection of indicators,the five requirements of the Rural Revitalization Strategy are reflected by quantitative indicators,and the indicators are selected according to the situation of the study area and the experts’opinions.Based on this,an evaluation system of land consolidation benefits with 4 levels and 18 indicators is constructed..According to the evaluation of the effect of land fragmentation and consolidation,the combination of RS and GIS technology is used to calculate the mean patch size,edge density,patch density,area-weighted mean shape index,and area-weighted mean fractal dimension index before and after consolidation.Principal component analysis is used to calculate the degree of fineness and fragmentation,and the effect of a certain aspect of land consolidation is analyzed from the temporal and spatial dynamics.(2)Empirical analysis based on combined casesThrough the analysis of the land improvement project during the period from 2010 to 2016 in Qujiang District,Quzhou City,Zhejiang Province,the result of the evaluation of the land improvement project in Qujiang District is "excellent".It has better benefits in "industrial prosperity","prosperous life" and "civilized and effective",and belongs to the "excellent" level.There is a slight lack of "ecological livability",belonging to the "general" level.In the evaluation of the governance effect of land fragmentation,the evaluation indexes decreased after the treatment,and the comprehensive degree of fragmentation is also reduced,indicating that the effect of fine fragmentation treatment is obvious.This paper combines land consolidation with rural revitalization organically,selects the representative Qujiang District of Zhejiang Province as a sample area,integrates multidisciplinary theory,GIS and RS,and builds a logical framework of"benefit evaluation—the evaluation of the governance effect of land fragmentation"from two levels,with a view to providing reference and reference for the evaluation of land consolidation effectiveness in similar regions.
