Research On Comprehensive Land Consolidation Based On Rural Revitalization

The comprehensive land consolidation is a comprehensive and effective means for the comprehensive management of rural land under the background of rural revitalization in the new era.It is based on the basic connotation and diversified functions of land consolidation,combined with land spatial planning to expand its scope,enrich its content,innovate its model,promote the green and orderly development of rural areas,effectively help rural revitalization.From the perspective of rural revitalization,combined with relevant researches on land consolidation at home and abroad,this paper theoretically studies the relationship between rural revitalization and comprehensive land consolidation.This paper takes the pilot project of Lizhu Town as an example for study.Combined with its planning focus and engineering arrangement,in-depth analysis of its program features,summarize the effectiveness,analyze the deficiencies,and put forward suggestions.The research shows that the pilot project of Lizhu Town has achieved obvious initial results,which are mainly reflected in five aspects: upgrading of farmland quality,upgrading of rural residential revitalization,upgrading of industrial integration,upgrading of tourism incubation,and upgrading of ecological environment.The area of cultivated land doubled through agricultural land consolidation,and the price of farmland land transfer increased from more than 200 yuan per mu to more than 2000 yuan per mu.Through the improvement of construction land,we will promote the development of new forms of business in idle rural housing,and promote the replacement of birds in cages and the withdrawal of two from three.Through modern scale agriculture,we will promote the integrated development of three industries,and a modern agricultural tourism economy that is both commercial and cultural with more than 40000 mu of flowers and trees base are created.By creating the characteristic rural cultural tourism brand "Huaxianglizhu",the tourist reception volume exceeded 180,000 in 2020.The concept of "Two Mountains" is thoroughly practiced through ecological restoration projects to clear green water,protect blue sky,improve ecology and improve the environment.At present,there are also problems,such as imperfect policy system,inadequate planning and design,insufficient department implementation linkage,insufficient grass-roots implementation capacity,low participation of farmers,lack of active participation of other social subjects,low integration of development positioning and insufficient adherence to development intentions.Corresponding suggestions and countermeasures have been proposed to address the above issues.Improve relevant laws and regulations,and improve supporting policy measures;In-depth field investigation and "multi compliance" village planning;Set up special cooperation classes,establish coordination platforms,and develop collaborative assessment;Strengthen policy propaganda and guidance,respect farmers’ right to speak,and innovate ways of participation;Integrate project funds and multiple financing channels;Strengthen the comprehensive ability of the village committee,pay attention to the training of grass-roots staff,actively guide the villagers to return to assist,strictly control the development positioning and supervise the development process.This paper analyzes and studies the comprehensive land consolidation plan of Lizhu Town,hoping to provide certain reference for the comprehensive land consolidation and development of similar towns in other regions in the future,and also hopes to provide certain experience for the realization of rural revitalization.
