Along with the city of our country changes a process is deepened ceaselessly, the rapid development of social economy, many of the city’s original function structure, physical facilities and land use mode has gradually lagged behind the needs of the development of generation.Current, our country to realize the city land by extensive use uses manner change to intensive, vigorously promote the city land consolidation practice requirements, increase land use efficiency benefit.On the other hand, China’s current city land consolidation research work is still in its initial stage, the city land connotation, theory basis, practice patterns and institutional guarantee and other aspects of the research are also not deep enough, especially to its practice effect research lack.City land consolidation benefit, and make the comprehensive land use efficiency to achieve the best of such problems requires more in-depth analysis and research.First of all, this paper referring to domestic and foreign city land arranges connotation and research progress on the basis of city land consolidation, the causes and driving factor analysis.City land arranges the main driving factors of industrial agglomeration, city population increase, economic development, market and policy intervention.Secondly, on the basis of city comprehensive benefits of land consolidation evaluation content and target, selects14factors index, preliminary and affirmatory city land comprehensive benefit evaluation index system of city, comprehensive benefits of land consolidation evaluation.Taking Guangzhou city in Tianhe District "three old" transformation of the city land consolidation activities as study object the empirical evaluation, the city land after finishing the comprehensive land use efficiency were analyzed, concluded that the "old three" for the transformation of the Tianhe District city land consolidation activities on the city economic development, social progress, environmental improvement it plays an active role.As the2011Tianhe District land use comprehensive benefits compared to its2008growth38.05%, among them land social benefits increase obviously, or up to47.85%, followed by the growth of economic benefits of38.57%or less for26.58%, environmental benefit.Visible city, land consolidation strong is the realization of city land intensive use in an effective way, but the present city land arranges research is still in its initial stage, there may be a number of questions have not been revealed.This article combines the Tianhe District city land consolidation practice experience, to promote the city land consolidation practice made the following recommendations:(1) the adjustment of land supply and demand, change the concept of development;(2) the government guidance and market operation combined with finishing;(3) combination of city planning, city to carry out land consolidation planning;(4) city land consolidation and land are combined with each other;(5) suit one’s measures to local conditions, adopt scientific and reasonable land arranges mode;(6) to balance the economic, social and environmental development, implementation land integrated benefit is the greatest change;(7) establishing the city land consolidation benefit evaluation mechanism and system.
