| The strategy of rural revitalization was firstly proposed by the report of the 19th National Congress of the Communist Party of China,and it was pointed as one of seven strategies for building a moderately prosperous society.It is an important starting point for solving the major social contradictions and issues relating to agriculture,rural areas and farmers in China in the new era.Villages,as settlements of rural residents’ living and production,are the key factor for consideration and promotion in rural revitalization.In recent years,although some achievements have been made in rural construction and development,the situation of poor agricultural and rural basis,weak foundation and backward development in China has not been fundamentally changed.Therefore,on the basis of thorough analysis of the current situation and existing problems of rural development,it is of great significance to explore and study the path of village construction and development under the background of rural revitalization for solving the existing outstanding rural problems and creating a new situation of agricultural and rural development.The specific practice of rural revitalization can not be separated from the development of new rural industries and new formats.It is also urgent to realize the optimal allocation and efficient utilization of rural land resources through comprehensive land consolidation and rehabilitation in the whole region.Based on this,taking Qingshi Village,Zhouquan Town,Tongxiang City,Zhejiang Province as the research object,the thesis explores the development of village construction with comprehensive land consolidation and rehabilitation as the breakthrough point.The main research contents and conclusions are as follows:(1)The successful experience of rural rejuvenation was summarized in domestic and abroad,through combing the related theories and research progress of land consolidation and rural development.At the same time,the internal relationship between comprehensive land consolidation and rehabilitation and rural development was analyzed.It is found that the two can be coupled and promoted,and in the process of rural revitalization,its leading role in production,life and ecology is clarified.(2)Based on the comprehensive consideration of the characteristics and problems of the study area,the SWOT analysis method was used to summarize the advantages,disadvantages,opportunities and challenges of the development.Combining with the superior planning,the development path is defined as industrial village.Considering the production,living and ecological land as a whole,the adjustment of land use structure and the optimization of land use layout were put forward by means of comprehensive land consolidation and rehabilitation in the whole region.(3)Contrasting with the general requirements of rural revitalization of "thriving businesses,pleasant living environment,social etiquette and civility,effective governance,prosperity",the detailed plan on the whole range and all elements of village area was put forward from five aspects,which are agricultural land renovation,construction land renovation,ecological environment renovation,village infrastructure and public service facilities construction and industrial structure upgrading.The industrial development model of "two-three-ore" was formed.(4)The analysis of expected results shows that the implementation of comprehensive land consolidation and rehabilitation in the whole region plays an important role in the development of the study area,which can enhance the contiguity of cultivated land and increase the production capacity,reduce the per capita land occupation and make the land more intensive,and improve the living environment and natural ecology.In addition,this study can provide guidance for the construction and development of the study area,as well as reference for the development of similar villages in Hangjiahu plain,and provide template and experience for the realization of rural revitalization. |
