Our country is in the rapid development stage of the transportation infrastructure construction,the transportation infrastructure construction demand is huge,but the financial fund which can be used for investment is insufficient,the financing system is not perfect,so the new financing mode needs to appear.Under this background,PPP model has been widely used in the field of transportation infrastructure construction and has become a hot issue of social topic.It can not only effectively alleviate the problem of insufficient funds in the construction of traffic infrastructure,but also become a hot issue of social concern.It also helps to promote our government to improve the level of public administration.PPP(Public Private Partnership)financing mode is a new financing mode of cooperation between government and social capital,which is an important innovation of public service supply mechanism,that is,the government adopts competitive method to choose the best choice with investment.For the social capital of the ability to operate and manage,the two sides enter into a contract according to the principle of equal consultation,define the relationship between the rights and interests of responsibility,provide public services by the social capital,and the government pays the corresponding consideration to the social capital according to the results of the performance evaluation of the public service.A new type of financing mode to guarantee reasonable income of social capital.PPP financing mode is An optimized project financing and implementation model,the overall goal is to achieve the government,social capital,public interests of the multi-win-win,the core is the cooperation between the government and social capital.This paper uses the combination of theoretical analysis and case analysis.Firstly,based on the field of transportation infrastructure construction,this paper makes a detailed analysis of the characteristics and contents of the development of China's PPP policy from 2014 to the present.According to each stage,the paper combs the policies and typical documents issued by each department,and takes this as the policy basis for the follow-up analysis.Secondly,this paper selects the typical cases of PPP project,including Beijing Metro Line 4,Jiaozhou Bay Bridge in Qingdao and G316 Expressway in Gansu Province,and analyzes the basic situation and implementation characteristics of the project.The experience gained and the problems reflected in each project are expounded,which provides a case basisfor summarizing and summarizing the existing problems and solving directions in the PPP project of traffic infrastructure construction.Subsequently,based on the evolution and shortcomings of macro-policy above,the problems reflected in the typical cases are reflected in this paper.This paper sums up all kinds of problems in the practice of PPP project of transportation infrastructure construction: first,the problems of law and regulation are not enough standard,including the lack of top-level design,the unclear legislative subject,and the establishment of a systematic normative system and so on;Second,there is no reasonable risk-sharing mechanism,from the perspective of macro-level and micro-level,the paper analyzes the risks faced by PPP project of transportation infrastructure construction,and points out the risk points that need to be avoided and prevented from perfecting the practice of PPP project;Third,the participation of private capital is insufficient.The reason is the lack of enthusiasm of the private enterprises,the bias of the government;fourth,the phenomenon of extensive abuse of the local government.According to the above-mentioned problems,this paper puts forward the way to solve the problem.In view of the imperfection of laws and regulations,this paper proposes to perfect the legal protection,establish a perfect system,clarify the subject of supervision and strengthen judicial supervision and treatment;Aiming at the problem of risk,this paper puts forward the strategy of perfecting the mechanism of risk sharing,including making prevention plan,disaster plan,emergency plan and reducing loss by means of transferring risk,aiming at the problem of insufficient participation of private capital.Put forward to play the role of the market,the government actively encourage,play the role of financial market intermediation,establish standardized partner selection process and other improvement measures;Questions about abuse by local governments This paper puts forward the problem of cleaning up the project bank,which is also the solution involved in the national macro-policy.In addition,from the whole point of view,it is proposed to strengthen the government's credit construction to ensure the smooth progress of the PPP project of transportation infrastructure construction.
