Research On Financing Mode For Gansu Transport Infrastructure Construction From The Perspective Of PPP

The construction of transport infrastructure is essential for national economy in Gansu province. At present, the comprehensive transportation network and the construction of "big traffic" in the new urbanization in Gansu province planning and economy "silk road" of Gansu province in the period of construction scheme, is placed in a strategic position, in the aspect of traffic infrastructure construction will need a lot of money, which can bring enormous pressure to local government finances, so it is needs to explore diversified financing modes. With the introduction of PPP mode(Public-Private-Partnership), the government and social capital cooperation mode, which can broaden the financing channels in traffic infrastructure construction, promoting the transformation of government function, improving the financial input and implements project management mode of innovation, and can also inject new vitality for the economic development in Gansu province under the new normal.Paper firstly combed the transport infrastructure and the PPP mode’s related theory, summarizes the organizational structure of the PPP model in general, and then collects the relevant data, explores the transport infrastructure construction in Gansu province from 2001 to 2013 of the whole investment situation and in toll roads, the investment in the field of transport hub, such as the specific situation, then analyzed the 2013 transport infrastructure construction financing structure and 28 quarter’s financing climate index from 2007 to 2013, points out three main problems existing in current financing; Secondly using the AHP analytic hierarchy process(AHP), with the method of expert scoring built the PPP model evaluation system, the paper discusses the transport infrastructure construction in Gansu province by the necessity of PPP mode, and further uses the SWOT analysis, analyses the current situation in Gansu transport infrastructure of the strengths, weaknesses, opportunities and challenges by using PPP mode; Then select the Beijing metro line 4, a classic case of PPP successful experience as reference object, but also for some failure PPP projects in the domestic transport infrastructure construction field, analyzed the project operation process, risk factors and the enlightenment. Finally, this paper argues that in Gansu province transportation infrastructure construction field has the potential application of PPP mode, the first PPP demonstration project can from traffic infrastructure areas, and puts forward the following Suggestions on the application of the PPP mode: one is to perfect the relevant laws and regulations, the PPP terms of the project, the parties should abide by the contract spirit; The second is to strengthen the project preparation work, pay attention to the choice of project types; Three is to regulate the relationship of transportation service and price; Four is to cultivate and introduction the professionals of PPP project, improving the investment and financing service system at the same time; Five is the toll roads construction in Gansu province can use the way of "pay" by the performance, rail transit construction can consider PPP2.0 mode.
