Research On The Operating Mechanism And Risk Prevention Of The PPP Mode Of Engineering Projects

Under the background of comprehensively deepening reform and steadily advancing,China’s economy has entered the "new normal".The relationship between supply and demand of public goods based on infrastructure is more intense.Constrained by the existing conditions,the limited supply capability simply can not satisfy the growing demand of people.Therefore,the Public-Private-Partnership mode came into being.While improving the quality and efficiency of public services,the government’s financial pressure has been alleviated.The PPP model is an innovative mode of providing public service activities in China,based on the principles of risk sharing and profit sharing,the government and the private sector sign long-term agreements and share responsibility on the basis of risk.The PPP model is an organic combination of the private sector and the government sector.It creatively realizes the integration of social capital’s profitability and government public welfare.This paper uses literature research and case study.This paper makes a more comprehensive study on the operation mechanism and risk prevention of the project The operation mode of PPP mode in China is mainly based on foreign experience,and its operation mode is different.There are five types of entrusted operation,management contract,construction operation transfer,transfer,operation transfer,transformation operation transfer.This article focuses on the analysis of the concept,connotation and operation mechanism of the PPP model,and conducts research on the operating mechanism and problem analysis of the PPP model of the project.It draws lessons from domestic and foreign scholars’ theories on the connotation,background,operation methods and characteristics of the PPP model,and combines Chinese construction The actual case of the Tianjin Branch of the 8th Engineering Bureau proposed the mechanism framework of the PPP model for engineering construction projects,and discovered the risks faced by the operation of the PPP model such as economic risks,legal risks,operational risks,etc.Based on this,it put forward the constructive opinions on the development of the PPP model in China,hoping to improve the legal system and Operational mechanisms,establishment of information disclosure mechanisms,implementation of risk prevention and control mechanisms and other measures,provide reference for the application of PPP model in China’s engineering construction proj ects,promote the healthy and sustainable development of PPP model in China.
