Analysis Of The Reasons And Countermeasures Of Illegal Villagers Building In Heyuan

Land is the foundation and lifeline of agricultural development and agricultural modernization,and it is also the cornerstone of rural reform and development and stability.However,while the living standards of peasants in China have been improved,there have been high-distribution images of illegal construction of land in rural areas,resulting in a large number of arable land destruction,hindering the construction of beautiful villages and the construction of ecological civilization.Starting from specific problems,this paper probes into the illegal use of land in rural areas in Heyuan City from the perspective of dialectical unity between history and reality,theory and practice.On the basis of field research,satellite data analysis and questionnaire survey,we can find out the current situation of illegal land use in rural construction in Heyuan City.It mainly shows that the illegal land use is large,the occupied farmland is serious,the rural building area exceeds the standard,and the new construction is not demolished.Old,one-house multi-family,illegally bought and sold land,rural houses are idle and wasteful,and illegal construction of houses is not in place.The paper takes the pre-existence(system design),the event(homestead management),and the after-the-fact(exercise supervision)as the main line of logic.Combining the dual commons tragedy theory,public choice theory and illegal cost theory,it concludes that the illegal construction of rural areas in Heyuan City is high.The main reasons are: first,the contradiction between supply and demand of rural construction land is prominent;second,the management system of housing base lags behind the actual development of rural areas;third,the illegal cost of building rural houses is extremely low;fourth,the law enforcement supervision force is weak and difficult to perform;fifth is the law of farmers.A weak consciousness.In the final analysis,the root cause of illegal construction of rural illegal houses in Heyuan City lies in the contradiction between the increasing quality of living needs of farmers and the insufficient supply of homesteads.Therefore,in accordance with the "small-based,unblocking and combination" approach,through the increase of homestead supply,promote the reform of the housing site system,improve the cost of illegal construction of rural areas,improve the efficiency of law enforcement supervision,strengthen the promotion of laws and regulations,strengthen the collective management of the village Status and other measures to alleviate the illegal land use in rural construction in Heyuan City,thereby realizing the protection of land resources,promoting the constructionof ecological civilization,and promoting the construction of beautiful countryside.
