| With the continuous increase of the total population of our country and the continuous improve of the urbanization rate,the contradiction between people and land and the contradiction between supply and demand of land resources in China have become increasingly prominent.Comprehensive improvement of rural land through re-transforming,re-organizing and re-constructing of land resources to improve land use efficiency,change fragmented and disorderly state of land use,and then realize the optimal allocation of land resources,it is an important means to alleviate the above contradiction,but also an important measure for the construction of new countryside at the same time.As an upgraded version of the,"new countryside",the needs of happy beautiful new village has consistency with the effectiveness of Comprehensive improvement of rural land,the comprehensive improvement of farmland,water,roads,forests and villages is the only way to realize the "industrial prosperity,family wealthy,people harmony,beautiful village".The evaluation of the comprehensive improvement of rural land in the construction of happy beautiful new village is of great significance to evaluate the effect of comprehensive land improvement and promote the construction of happy beautiful new village.Based on the background,significance and related theoretical research,this paper expounds the research objectives and contents,puts forward the methods and procedures to carry out the benefit evaluation,and takes the comprehensive improvement of rural land in Qinggangshu village,Anlong village and Zhilu village of Pidu district as examples,on the basis of fully collecting relevant data,a three-tier benefit evaluation index system is constructed,and the weights of each index are determined by using analytic hierarchy process(AHP),and the fuzzy comprehensive evaluation method is used to classify the individual benefits and comprehensive benefits of comprehensive improvement of rural land in happy beautiful new village construction,and then introduce the score calculation model to calculate the score of the individual benefits and comprehensive benefits makes the evaluation results intuitive and concrete.The main conclusions are as follows:(1)Based on the principle of scientificalness,comprehensive,difference,comparability and operability,the three-tier benefit evaluation index system is constructed from the actual situation of the study area,including five"yexing" benefit indexes,four "jiafu" benefit indexes,four "renhe" benefit indexes,and five "cunmei" benefit indexes,a total of 18 evaluation indicators.(2)The comprehensive benefits of comprehensive improvement of rural land are:Qinggangshu village>Anlong village>Zhilu village,the scores are 4.1654>3.7050>3.5321,the ranks are excellent,good,good.The benefits of the comprehensive improvement of rural land in Qinggangshu village are "renhe" benefits>"yexing" benefits>"jiafu" benefits>"cunmei" benefits,The benefits of the comprehensive improvement of rural land in Anlong village are "yexing"benefits>"renhe" benefits>"cunmei" benefits>"jiafu" benefits,The benefits of the comprehensive improvement of rural land in Zhilu village are "cunmei" benefits>"renhe"benefits>"jiafu" benefits>"yexing" benefits.(3)The results of comprehensive evaluation of comprehensive improvement of rural land in three research areas are excellent,so it can be considered that the comprehensive improvement of rural land in Pidu district has achieved good results as a whole.Sum up the way to achieve good results in the comprehensive improvement of rural land in the construction of the happy beautiful new village,including the following points:first,to provide relevant policy support;second,to establish a collective asset management companies;third,to give farmers full autonomy;fourth,to implement the whole process of supervision service;fifth,to focus on ecology and landscape construction.The conclusion of the study provides scientific basis for promoting the development of happy beautiful new villages and the development of comprehensive improvement of rural land. |
