Green Innovation Efficiency In Yangtze River Economic Belt Spatial-temporal Differentiation And Its Influencing Factors:Empirical Research Based On SBM-ESDA And Tobit

Since the reform and opening up,China's economic construction has made remarkable achievements,accompanied by a variety of resource consumption and ecological problems.The Nineteenth National Congress of the Communist Party of China brings the construction of ecological civilization to the national level again,and improving the efficiency of green innovation is regarded as an important way to promote the construction of regional ecological civilization and promote high-quality economic development.The Yangtze River Economic Zone,as a key strategic area to promote national innovation-driven development and the main engine to promote economic growth under the “new normal economy”,is currently facing severe ecological problems and environmental governance pressures,which need to be improved urgently.Based on innovation theory,sustainable development theory and spatial econometrics,this study uses SBM-Undesirable model to measure the green innovation efficiency of 110 cities in the Yangtze River Economic Zone from 2012 to2016.At the same time,it uses coefficient of variation to explore the characteristics of regional overall differences,and uses exploratory spatial data analysis(ESDA)to reveal the spatial heterogeneity and spatial correlation.Its spatial and temporal differentiation characteristics and evolution law.It is found that:(1)In terms of time evolution,the average value of urban green innovation efficiency in the Yangtze River Economic Zone fluctuates and rises,but the overall level is low;and the level of green innovation efficiency in the upper,middle and lower reaches increases in a gradient manner;the imbalance of green innovation efficiency levels in different regions decreases first and then increases;(2)In terms of spatial evolution,the number of high-level areas of urban green innovation efficiency in 2016 has become “U” in the Yangtze River Economic Belt,that is,the upstream and downstream are relatively dense and the middle reaches are sparse;the green innovation efficiency of the upstream region reveals the “dumbbell” structure Characteristics;(3)In terms of spatial correlation,the global Moran'I index is positive and has a negative “V” shape trajectory within 5 years,and there is a significant positive spatial correlation;the spatial aggregation mode generally keeps the downstream high,The midstream is low and the spatial polarization effect is aggravated;the hotspot distribution presents a“core-periphery” radiation pattern.Secondly,this paper chooses the indicators of economic development level,industrial structure level,government support,regional function positioning and opening-up level,adopts the Tobit model to make panel regression,and empirically analyses the influencing factors of green innovation efficiency of cities in the Yangtze River Economic Zone.Finally,it puts forward to promote the construction of ecological civilization of cities in the Yangtze River Economic Zone and realize the healthy and coordinated development of regions.Targeted countermeasures and suggestions to promote high-quality economic development.The empirical results show that:(1)the level of urban economic development,industrial structure,government's direct research subsidy support and regional function positioning can significantly improve the level of green innovation efficiency.The level of human capital,the level of opening to the outside world and the level of financial development are negatively correlated with the efficiency of green innovation.(2)Five targeted countermeasures and suggestions are put forward: insisting on innovation-driven development,defining the direction of green development;optimizing industrial restructuring,realizing optimal allocation of factors;aiming at regional functional positioning,making differentiated decisions;breaking regional administrative barriers,promoting regional collaboration;actively transforming government functions and strengthening environmental regulation.
