Most of the current studies on energy efficiency are based on the perspective of economic benefit, ignoring the environmental impacts of energy utilization. Under the background of building "resource-saving and environment-friendly society" and the increasingly prominent contradiction between the energy supply and demand in Hunan, to study the issue has important theoretical and practical significance. Based on the concept of sustainable development and the scientific concept of development, this paper introduces the concept of green energy efficiency, taking both the economic and environmental benefit into account, and integrates the environmental pollution factors as undesirable outputs into the traditional energy efficiency evaluation model and compares the green energy efficiency situation of Hunan province and analyzes the impact factors of the green energy efficiency in Hunan province, and then discusses promoting measures accordingly.This paper first proposed the concept of green energy efficiency, integrating the pollution factors into the scope of the energy efficiency research. Based on the theoretical analysis, this paper provides a brief analysis of the energy supply and demand situation and pollution situation in Hunan province. From three respective angles of single factor and no pollution, total factors and no pollution, total factors and containing polltuion, this paper uses three different efficiency evaluation methods to measure the level of energy efficiency in Hunan province and then analyses the main factors affecting the green energy efficiency in Hunan province with Tobit regression model, and finally reaches the following discovery:The energy efficiency results measured by three different measures are significantly different, which shows the necessity of using total factors method containing pollution to measures the level of green energy efficiency; The economic efficiency of energy and the environmental efficiency of energy are inconsistent; The level of energy efficiency in Hunan province is basically in the national middle level or slightly above the middle level, there is still room for further improve; Loudi,Chenzhou, Hengyang and Yueyang can become the key energy-saving areas in Hunan province, and the energy-saving potential of the two cities of Loudi and Chenzhou is relatively greater; Technological progress is the most powerful factor to raise the level of energy efficiency in Hunan Province; There were significantly positive correlation between economic scale and green energy efficiency; Increased proportion of the tertiary industry will have a positive impact on green energy efficiency; Increased proportion of heavy industry have a negative effect on green energy efficiency; Government influence has a significant positive impact on green energy efficiency in Hunan province, but the effect of opening up factor is not significant; Energy endowment, population density and the level of urbanization is significantly negatively associated with green energy efficiency in Hunan province; Disequilibrium of economic development has a significant impact on energy efficiency in Hunan province.Finally, according to the conclusions of the earlier study, this article discusses some countermeasures on raising the level of energy efficiency in Hunan province.
