Industry occupies an important position in the industrial structure of Beijing-Tianjin-Hebei.During the stage of accelerated industrialization,a large amount of investment in resources has brought about rapid development of the industrial economy of Beijing-Tianjin-Hebei.However,the problem of air pollution has also become increasingly prominent.At the same time,Beijing-Tianjin-Hebei also faces difficulties such as imbalanced economic development in the region,insufficient innovation capacity of industrial enterprises,and inefficient use of resources and energy.Industrial innovation-driven and green development is an inevitable requirement for industrial transformation and upgrading.By realizing green innovation,industrial enterprises can maintain sustainable development,alleviate the severe pressure brought by resource and energy consumption and intensified environmental problems,so as to promote the realization of coordinated high-quality development in Beijing-Tianjin-Hebei.The paper mainly studies the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises.The main research contents are as follows:Firstly,an evaluation index system for the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises was established.The principle and target of index system construction are introduced first,and construct an evaluation index system for the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises from three aspects of input,expected output and non-expected output.The status of green innovation in Beijing-Tianjin-Hebei industrial enterprises is analyzed.Secondly,based on the super-efficiency SBM model of undesired output and Malmquist-Luenberger index model,the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises was measured.This paper makes a comparative analysis from different perspectives of the cities within Beijing-Tianjin-Hebei,Beijing-Tianjin-Hebei and the national average,Beijing-Tianjin-Hebei,the Yangtze River Delta and the Pearl River Delta,and the cities with inefficient green innovation efficiency of industrial enterprises were analyzed for input redundancy and insufficient output.The results found that the green innovation efficiency of Beijing and Tianjin industrial enterprises was effective,while Hebei Province was ineffective,and the green innovation efficiency was low.Only Handanand Langfang are effective green industrial efficiency in Hebei Province.and there are a large number of redundant inputs and insufficient outputs for green innovation in most ineffective cities.The overall gap between the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises and the national level is small,but it is far smaller than the Yangtze River Delta and the Pearl River Delta.The total factor productivity of industrial enterprises has increased in Beijing-Tianjin-Hebei.Beijing and Hebei Province are affected by technological efficiency and technological progress and Tianjin depends on technological progress.And the total factor productivity of the overall industrial enterprises in Beijing-Tianjin-Hebei is slightly less than the national average,the Yangtze River Delta and the Pearl River Delta.Then,a Tobit regression model was constructed to analyze the factors affecting the green innovation of Beijing-Tianjin-Hebei industrial enterprises.The results show that government support,economic development level and human capital level have significant effects on the green innovation efficiency of Beijing-Tianjin-Hebei industrial enterprises.The industrial structure and degree of opening up has no obvious positive effect on it.Finally,based on the problems found in the above research,countermeasures are proposed from the perspectives of enterprises themselves,market guidance and government regulation.
