At present,China is in a critical period of slow growth and structural transformation.How to play the key role of the market in resource allocation and optimization of industrial structure adjustment is important in the reform of the economic system.In the background of economic restructuring and upgrading,China's dairy industry is facing new challenges of transformation and upgrading.The "melamine" accident in 2008 was a serious blow to the development of China's dairy industry and damage the credibility of the domestic dairy consumer brands,resulting in a large number of well-known dairy companies in bankruptcy.After the accident,the government introduced a number of policies to support the dairy industry and change the role relying on resources and scale extension to relying on scientific and technological research.At the same time,China's dairy processing industry has been frequent mergers and acquisitions that large enterprises continue to merge small and medium enterprises to expand their scale.The number of enterprises in the industry continues to decline and resources is more concentrated.The change of market structure not only affect the enterprise competitiveness in the market of dairy products,but also affect the efficiency of the dairy industry.Whether the market structure changes will have a positive impact on the overall efficiency of the dairy industry and promote the development of dairy industry in China is a significant problem.Under the background of the transformation and upgrading of the dairy industry in China,this paper first uses the change of market concentration in 2004 to 2013 to describe the current situation of market structure adjustment.The DEA method is used to measure the comprehensive efficiency of dairy industry in China,and with the help of Tobit regression model analyze the impact of market concentration on the efficiency of dairy products.The results show that the concentration of dairy industry has a further trend,and the market structure is gradually changing to a more intensive and compact market structure.This concentration change has a significant positive effect on the efficiency of China's dairy industry.With the reality in low efficiency of China's dairy industry,it is necessary to enhance the overall efficiency from the perspective of improving the market concentration on China's dairy industry.On the basis of the analysis,this paper puts forward the following countermeasures and suggestions:innovating production technology and improving production technology and equipment,optimizing input-output ratio;improving the market competition mechanism,stimulating the vitality of market competition,and reducing the sunk costs of enterprises;giving full play to resource advantages and market location advantages;Optimizing the industrial layout to form industrial agglomeration effect;regulating the dairy business investment behavior.
