With the frequented occurrence of dairy products quality and safety problems in Chinese market, the requirements about food safety are also rising, people have high social concern about dairy safety problems, And government regulation department increasingly focused on food quality and safety of China’s dairy industry. Shortages of the safety of food products quality and existing dairy products safety regulation policy led to consumer confidence in domestic dairy brands getting lower and lower, so the imports of dairy products have a sharp increase in China’s dairy industry, leading to foreign dairy products accounted for the domestic da iry products market share is growing, the domestic dairy brands and foreign dairy brands increasingly fierce competition. Dairy safety regulations not only affect the competitiveness of the industry dairy market, but also have some impact on market structure and market performance of the dairy industry, So how to improve food safety in the dairy industry and improve the international competitiveness is a significant problem. So this article aims to improve the safety of dairy products regulations policies and regulations of market efficiency and thus optimize the degree of China’s dairy industry by empirical analysis of the influence about existing safety regulations for dairy products in C hina’s dairy industry to market structure, market performance and international competitiveness. So the international competitiveness of C hina’s dairy industry with foreign dairy brands is enhanced.In this paper, the number of the published dairy safety regulations policies and regulations in the dairy industry is selected as a food safety regulation variables, using integrated DEA model to estimate the technical efficiency of the dairy industry. By analyzing the impact of food safety regulation on dairy market structure, market performance and thereby affecting the international competitiveness of the industry, the results show the increasing of dairy products safety regulation policy will increase the dairy industry market concentration; because of the low level of technological innovation of enterprises, bringing about negative impact on market performance; dairy products increased safety regulation increased consumer confidence to buy and to improve the international competitiveness of domestic dairy products.On this basis, we propose the following policy recommendations: improve the existing dairy safety regulatory system; improve the function of trade associations, gradually formed self-discipline mode; the emergency department and the legal system and health legislation dairy emergencies; the implementation of strict enter dairy products safety regulation; establish incentives to encouraging business innovation.
