A Study On The Willingness And Choice Of Compensation Method In Exiting Homestead Base On Farmers' Differentiation

With the continuous development of urbanization in China,the urban area is expanding,the area of land needed by the city is far beyond the range that the city's state-owned land can provide.However,the rural homestead area is increasing,there are a lot of idle waste problem,resulting in the contradiction between urban and rural land use.So in recent years,our country has carried out a lot of positive practice to guide farmers to exit from the homestead,in the process of the exiting homestead,it includes two parts:which is farmers'willingness and choice of compensation method.However,ignoring the wishes of farmers and the interests of the situation often occur,"one size fits all" forced the exit of farmers and"one size fits all" to give farmers compensation way to lead a large number of social contradictions.In fact,since the end of the last century,China's rural farmers household livelihood has undergone great changes,farmers are no longer engaged in a single agricultural production,concurrent industry behavior more,as the level of differentiation of farmers to deepen,different farmers have different goals to maximize the overall efficiency of their families,resulting in their willingness to exit the homestead and compensation method not be the same.From the perspective of farmers' differentiation,this paper first analyzes the costs and benefits of farmers' exit the homestead,and discusses the mechanism of the difference of the farmers' willingness to quit.Secondly,according to the utility of the homestead and the different compensation methods to the farmers,the paper analyzes the possible preference of the farmers with different differentiation levels in the pursuit of maximizing the comprehensive benefit of the family.On the basis of this,according to the survey data obtained by the research group in Yizheng city of Jiangsu province,this paper uses Logit model to analyze the influence of farmer's differentiation on homestead exit intention,And in the sample which is willing to exit the homestead,through the Mlogit model empirical analysis of the impact of farmers' differentiation on the choice of the compensation method of homestead exit.Finally,it puts forward some policy suggestions to guide the farmers out of the homestead and the choice of compensation methods.The main conclusions of the paper are as follows:(1)From the situation of this research area,about 70%of farmers in the given compensation is willing to exit the homestead,about 30%of farmers are reluctant to exit the homestead.In the reasons why farmers do not want to quit,economic conditions and local sentiment accounted for a large proportion.(2)Through the construction of Logit model,the paper analyzes the farmers'willingness to exit the homestead,and points out that the differentiation of farmers has a significant impact on the farmers' willingness to quit the homestead,Among them,the higher the level of differentiation of farmers,the more willing to exit the homestead.The remaining factors affecting the farmer's home exit are:farmer's age,the total population of the family,whether to buy urban housing,housing present value/annual income.(3)In the part of the farmers willing to withdraw,the choice of monetary compensation ratio of 24.39%,the proportion of rural village collective resettlement compensation for 48.17%,the proportion of urban affordable housing for 27.44%.From the point of view of homestead function,about 75%of the farmers have chosen the way of housing resettlement,which shows that farmers have a strong dependence on the protection of homestead.From the exit of the main living point of view,about half of the farmers want to leave the country to enter the town life,the rest of the farmers still want to stay in rural life.(4)Through the construction of MLogit model,this paper analyzes the influence factors of farmers' homestead exit compensation willingness,and concludes that the differentiation of farmers has a significant impact on the willingness to quit,among them,the higher the level of differentiation of farmers,the choice of compensation will be from high to low in order:monetary compensation>urban economic applicable housing compensation>village collective resettlement area compensation.Other factors affecting farmers' homestead exit compensation will include:age,level of education,whether the work outside the county,whether from the agricultural rate,total household income,the purchase of housing in urban areas,the proportion of the population over 60,whether to buy insurance and homestead housing area.
