Study On The Driving Force And Mechanism Of Rural Homestead Exit

With the acceleration of industrialization and urbanization,a large number of rural population moves to cities and towns,leading to the constantly rising demand for urban construction land,and the continuous expansion of urban construction land,while the land area of rural residential areas is not decreased but increased.The problem of idle homestead is relatively prominent,and it is difficult for farmers to realize the property value of homestead.Therefore,it has become an important task in the process of new urbanization development and new rural construction to so lve many problems existing in the current rural homestead utilization,improve the utilization efficiency of rural construction land,and guarantee and realize the land property rights of farmers.However,the voluntary and paid withdrawal of rural homeste ad involves various aspects,especially the legitimate rights and interests of farmers,the long-term livelihood and development of farmers' families,rural economic development and social stability,and the realization of the goal of urban-rural integration development in China.Therefore,how to effectively encourage farmers to voluntarily withdraw from rural homestead and explore and establish the rural homestead withdrawal compensation incentive mechanism has become an important issue in the reform and improvement of China's rural homestead system under the new normal,the process of accelerating the citizenization of agricultural migrant population and the development of new-type urbanization.Under the new situation,the main line of deepening the refo rm of rural land system is still to deal with the relationship between farmers and land,and the explicit proposal of the "three-right separation" policy of homestead also provides a rare opportunity for this paper to study.This paper to promote the reform of rural economical and intensive use of land resources,improve the system of house-site in the countryside and promote the integration of urban and rural development under the background,in order to "division" and separation of house-site in the countryside as an opportunity to surrounding rural homestead what is the power of "exit","how farmers out of behavior intention of homestead","how to compensate farmers","how to exit the homestead",and "how to encourage farmers" problems,such as the system atic study on the exit the compensation mechanism of house-site in the countryside,has important theoretical and practical significance,for building the rural homestead exit mechanism provides a reference and model building and policy innovation.The main research results and conclusions of this paper are as follows:(1)Combined with promote the development of new-type urbanization and rural strategy implementation background,constructing the overall frame of house-site in the countryside out of compensation incentive,put forward by building out of compensation incentive system of house-site in the countryside should achieve three aspects: one is to guide farmers left to concentrate in central village,town,promote rural reconstruction and integration,imp rove the level of the new rural construction;Second,we should guide and encourage qualified farmers to leave their houses and settle down in cities,promote the citizenization of the migrant agricultural population,and speed up the pace of new-type urbanization.Third,through the rural revitalization construction,the new rural development construction and the urbanization development coordination linkage,mutual promotion,finally realizes the urban-rural development integration goal.(2)Based on the perspective of push-pull theory,the driving force analysis framework of rural homestead withdrawal is constructed,which reveals the necessity and feasibility of rural homestead withdrawal.The study believes that rural homestead withdrawal is driven by two f orces: thrust and pull.Among them,the thrust includes the thrust of efficient and intensive utilization of rural land resources,rural spatial integration and reconstruction,the thrust of functional changes of rural homestead,the realization of property rights of rural homestead and the evolution of rural homestead system.The pull force includes the pull of the urbanization development in the new normal,the pull of the rural migrant population "leaving the land and leaving the country",the pull of the improvement of the demand level of living space for farmers,the pull of the urban-rural dual system reform,and the pull of the implementation of the policy on the withdrawal of homestead.(3)Based on the perspective of planned behavior theory,the theoret ical analysis framework of farmers' behavioral intention for the withdrawal of rural homestead was constructed.The survey of 928 sample farmers in heilongjiang province was conducted.The statistical results showed that there were more farmers with withdrawal behavioral intention than with no withdrawal behavioral intention.By using the data of the survey of sample farmers and using binary Logistic regression model,the influencing factors of farmers' homestead withdrawal behavior intention were analyzed empirically.The older the age,the smaller the behavioral intention to quit the homestead.The higher the household income level,the more the household population,the better the housing structure,the smaller the farmers' behavioral intention to quit th e homestead.The stronger the farmers' demand for improving living conditions,the more inclined they are to leave the homestead.Other subjects will not have significant influence on farmers' behavioral intention to quit homestead.The more farmers feel that the current homestead exit compensation is not reasonable,the higher living cost will be after the withdrawal,social security employment will not be solved,the more reluctant they are to leave the homestead;Farmers in remote rural areas are more willing to leave rural homesteads.(4)Based on the method of game analysis,the process of the three-party game is constructed from the perspective of interest relationship of the related parties in rural homestead.In the withdrawal process of homestead,farmers,village collectives and governments play a cooperative game,which makes their reasonable profits and their earnings depend on each other,which is closely related to parameters such as homestead area,real estate price,interest rate and population structure.Only by compensating them according to the above results can their earnings be truly guaranteed and the value of the homestead be determined.It should be noted that in this chapter,the author mainly adopts the static game rather than the dynamic game.Once the policy changes or the environment changes,these benefits will be adjusted accordingly.(5)Under the background of promoting the coordination of new urbanization development and new rural construction under the new normal of China and realizin g the integration of urban and rural development,rural homestead withdrawal can be established step by step through the identification of homestead withdrawal,the definition of exit goal and the proposal of exit means.Finally advances some Suggestions on the implementation of the exit of house-site in the countryside,including advancing "real estate" rural homestead equaling registration certification,the establishment of rural housing land price evaluation system and land price evaluation system,spatial planning of urban and rural integration leading the exit of house-site in the countryside and the establishment of rural homestead exit the implementation safeguard mechanism,in order to further effectively lead and motivate farmers voluntary paid out of the homestead,ensure orderly exit of house-site in the countryside,and puts forward relevant policy Suggestions for practical reference.
