In order to alleviate the contradiction of land use between the development of urbanization-industrialization and farmland protection,and to achieve sustainable development of land use,our country are making great efforts to promote the reform of rural land system.Based on this background,the withdrawing mechanism of rural homestead as an important part of the reform of the three rural land systems has become an important method of invigorating rural homestead and alleviating the pressure on urban construction land.Although there have been a number of researches on the withdrawal of rural homestead in recent years,most of them are theoretical studies on the establishment of withdrawing mechanism of rural homestead.There are relatively few empirical studies on farmer's withdrawing willingness,especially the compensation for the withdrawal of rural homestead.As our study shown,the farmer's withdrawing willingness is crucial to the compensation standard for withdrawal of rural homestead.A reasonable estimation of compensation standard for the withdrawal of rural homestead will be useful to improve the withdrawing mechanism of rural homestead and reform the rural homestead system.Meanwhile,it is of great significance to fully guarantee farmer's legal rights.With the methods of statistical analysis,literature data,qualitative and per-quantitative combination,the calculation of compensation standard for the withdrawal of rural homestead under different conditions in Liuyang City were estimated.The results are as follows:(1)At present,there is great potential of rural homestead withdrawing in Liuyang City,but farmers don't have a lot of willingness.As analysis shown,the farmer's willingness is affected significantly by seven factors such as the occupation of a farmer,the labor force population,the number of male children,the average annual household income,the location of housing sites,whether or not to buy a house in a town,and the degree of understanding about the policy.(2)On the basis of the classification and gradation for cities and towns in Liuyang City,all the villages and towns exclude urban areas can be divided into three different locations by combing practical investigation.The first-class location includes Dongyang,Dayao and Shashi,etc.The second-class is Yanxi,Guandu and Baijia.Xiaohe,Longfu and Guanqiao,etc,are third-class location.(3)It is feasible to estimate the value of rural homestead from the perspective of the function and rights of rural homestead value.In the view of rural homestead's housing security function and transfer of the right to development,the price of rural homestead is estimated under different location conditions with using the method of equivalent replacement and cost approximation,referring to the standard of public rental subsidies and the price of industrial land in Liuyang City in 2016.And the conclusion is that the first-class 264.35 yuan/m2,the sceond-class 219.85 yuan/m2,the third-class 201.31 yuan/m2.Therefore,the compensation standard for the withdrawal of rural homestead is the value of rural homestead including the actual value of house and ancillary facilities.
