The 19 th National Congress of the Communist Party of China was held in Beijing in October 2017.In his report to the Congress,General Secretary Xi Jinping pointed out: " Socialism with Chinese characteristics has developed into a new era,which would be the future positioning of China’s development.The new era suggests a series of new requirements in all aspects of our work."As a central SOE and telecom operator,China Telecom will be guided by Xi Jinping thought of Socialism with Chinese characteristics for a new era and be led by our historic missions in the new era.We will center around three targets – “build cyberspace strength,build a top-notch enterprise and create a better life together”,work hard to accomplish three tasks – “enhance information infrastructure,deepen convergence in four areas and improve total factor productivity” and move toward transformation in three aspects – “intelligent network,ecosystem-based business and smart operation” in fulfilling our responsibilities in the new era.With the advent of the fifth generation of mobile communication technology,operators are facing a new round of market opportunities and challenges.China Telecom Shushan Branch is one of the more than 100 prefecture-level city companies under China Telecom Group Corporation.In recent years,Due to the increasingly saturated market demand and fierce market competition environment,the overall operation of Shushan Branch has shown a slowdown and lack of motivation for revenue growth.Since 2014,China Telecom has deployed a comprehensive and deepening reform key task within the whole group.The Shushan branch has responded quickly and actively,and comprehensively promoted the implementation of small contracting and inverted triangle support,and initially achieved certain results,but due to The unique management system of state-owned enterprises and the long-term solidified organization,although most employees can endure hardships and willing to pay,and because of the criticism of the company system,they gradually lack innovation consciousness,the work content is the same,there is no challenge,and the work attitude tends to cope.thing.Shushan Branch faces such "internal and external troubles",urgently needs to be resolved,meet the challenges of the new era,fulfill the responsibility of central enterprises,and grow together with the new era.This paper uses the relevant theories of enterprise strategic management,through research methods such as investigation and research methods,literature analysis methods,based on the overall development strategy of China Telecom Group,with the report of the 19 th National Congress of the Communist Party as the key criterion,combined with the actual situation of Shushan Branch,Find and analyze the existing problems,closely combine the current macroeconomic policies of the country,the local economic,social factors and technical environmental factors of Shushan Company,and analyze the external environment of company by using PEST model.Compare the competitors in the industry and find the shortcomings and shortcomings while maintaining the advantages of the industry.Analyze the internal resources and capabilities of the company,and use the SWOT model to comprehensively analyze the situation of Shushan Branch from the four advantages and disadvantages of Shushan Company,current opportunities and threats.
